How Do I Hire? Steps for Hiring Faculty and Staff Presented by the Office of Human Resources Management 1
Step-1 Getting the Position Approved Hiring Authority of Department obtains written approval to hire and account number (Completes Position Request Form if it is a new position) 2
Step: 2 Hiring Authority, in consultation with Dean, develops a job description which should define the responsibilities and duties of the position. 3
Step: 3 Hiring authority in consultation with the Office of Human Resources Management (OHRM) discusses responsibilities/duties, title, and any salary equity issues. the type of position, 4
Step: 4 Personnel Requisition and Hiring Exception Form (if required) is sent through the approval process which includes the divisional Dean, Vice President and Vice President for Administrative Affairs (VPAF) or Designee for final for Budgetary Review. 5
Step: 5 VPAF sends documents to OHRM for final review and posting. Additional advertising sources are discussed with the Hiring Authority after position is placed on UMES employment website. 6
Step: 6 Hiring authority recommends search committee chair and committee members and sends to Dean, Equity and Compliance (ECO) or OHRM to certify committee. The ECO certifies that the committee is representative in terms of race and gender. Search committee members participate in search committee training webinar. 7
Step: 7 Search Committee members are notified about the appointment to committee by Hiring Authority. Depending on the type and level of position, search committee members may be asked to sign a confidentiality agreement. 8
Part II Interviewing Steps and Search Committee Role in the Hiring Process 9
Part II Step - 1 Initial Committee Meeting. Criteria established based on posting and charge from Hiring Authority. 10
Part II Step - 2 Committee screens resumes that meet minimum qualifications for first round interviews. 11
Part II Steps 3-5 3. Search committee Chair notifies hiring manager of potential first round interviewees. 4. Hiring manager approves first round interviewees. 5. Committee chair sets up interview itinerary. 12
Part II Steps 6-7 6. Interviews conducted and completed. 7.The search committee chair summarizes applicant interview evaluations from all committee members who participated in the interview process. Input from committee members is obtained through a written response such as the applicant evaluation form. 13
Part II Step 8 Committee chair sends hiring manager summary of interviews. Candidates should not be ranked. 14
Part II Step 9 Hiring Manager forwards recommendation for hire to appropriate official (Salary, special conditions and start date). 15
Part II Step 10 Appropriate official reviews and discusses with Hiring Manager requested recommendation. Informs Hiring Manager of decision. 16
Part II Step 11 Appropriate official reviews and discusses with Hiring Manager request for approval of recommendation. Informs Hiring Manager of decision to proceed with tentative verbal offer based on favorable reference and criminal background checks. NO candidate should be given the impression that an offer is final until a letter of appointment/contract is received from the President. 17
Part II Step 12 Decision is made whether Hiring Manager or committee chair will conduct reference checks. Discussion with OHRM regarding guidance on reference checks takes place. Hiring Manager notifies OHRM to begin criminal background check. 18
Part II Step 13 OHRM notifies appropriate official of criminal background check results. Hiring Manager or committee chair notifies appropriate official that reference checks are completed. 19
Part II Step 14 Appointment Recommendation Forms are processed by Hiring Authority through online signature system for approvals. 20
Part II Step 15 Official appointment letter sent to candidate from appropriate office. Non selected applicants notified the position has been filled by OHRM. Position is marked as filled in online applicant tracking system. Search committee chair returns search committee documentation to OHRM. 21
Step 16 Hiring of New Employee is completed. Onboarding process begins. Contact OHRM, Employment Manager, for questions regarding the hiring steps listed in this power point. 22
