NCDHHS Strategic Housing Plan HLC Guiding Principles The Strategic Housing Plan will provide a strategic guide to focus DHHS s policies effort and resource decision making in creating and maximizing community-based housing opportunities. The Plan focuses on people with disabilities, including people with disabilities who are served by or who qualify for NCDHHS services. The Plan will build on existing Olmstead efforts within the DHHS (i.e., Transitions to Community Living (TCLI) and Money Follows the Person (MFP). Plan will cover a five year implementation period (2024-2029).

  3. NCDHHS Draft Strategic Housing Plan Overview Goal Area #1: Development Increase access to and development of supportive housing. The primary objective for this goal area is to support the creation of 3,400 Permanent Supportive Housing (PSH) opportunities through the construction of new units and through the rehabilitation of existing properties to provide new access to existing units, in close partnership with the NC Housing Finance Agency. High-priority, short-term strategies include sustaining the HLC for ongoing plan implementation support as well as conducting a PSH needs assessment and developing a statewide PSH framework.

NCDHHS Draft Strategic Housing Plan Overview Goal Area #2: Non-Development Housing Activities Increase the stability of households and increase efficient access to supportive, affordable housing. Strategies for this goal area include identifying and securing additional funds for rent assistance, leveraging and streamlining existing resources, lowering barriers to housing access, and improving the quality of existing housing. In addition, under this workgroup (and contingent on securing new resources), NCDHHS proposes to increase housing navigation, landlord supports and incentives, and eviction prevention services.

NCDHHS Draft Strategic Housing Plan Overview Goal Area #3: Services Provide quality housing support services statewide and support the development of training related to these evidence-based services. Strategies for this area include identifying and leveraging funding streams to support pre-tenancy, transition, and tenancy support services, and increasing provider capacity and system infrastructure.

  6. NCDHHS Draft Strategic Housing Plan Overview Goal Area #4: Coordination Explore the creation of a formal structure for accountability and strategy alignment across all state agencies. Strategies include those related to the efforts of the Interagency Council for Coordinating Homeless Programs (ICCHP) as well as exploring the centralization of housing functions within NCDHHS.

NCDHHS Housing Strategic Plan Timeline: Updated Public comment period on strategies: Summer 2022 Finalize strategies with stakeholders: August 2022 NCDHHS Leadership reviews strategies: Sept.-Oct. 2022 Drafting NCDHHS Strategic Housing Plan: September-November 2022 NCDHHS Leadership & External Stakeholder Review Committee reviews draft Plan: December - March 2023 Public comment period on full draft Plan: May 2023 Integrate comments/feedback and finalize: July-September 2023 Draft and Finalize Year-One Action Plan: June 2024 Plan launch and start of action plan implementation: July 1, 2024

  8. Implementation Next Steps DHHS is forming work groups for each of the Goal Areas to support the Year One Year Action Plan. Workgroups will meet regularly to move forward with implementation of their part of the Plan. Work groups are strategically aligned with both the Housing and Services Partnerships Accelerator (HSPA) and the NC Interagency Council for Coordinating Homeless Programs (ICCHP). HLC will meet on a quarterly starting in October to oversee and support the implementation of the Plan. DHHS commits to offering regular updates on a quarterly basis on progress made in implementing the Year One Action Plan. The NC Strategic Housing Plan as well ongoing implementation updates will be made available at the NC Strategic Housing Plan landing page.
