It should be strategic group established consisting of key stakeholders (vice-rectors, advisors) Leader of of the group should be appointed responsile for strategy development At least three to four strategic sessions should be organized to brainstorm on priorities, goals and indicators. Responsible persons should be appointed to lead development of different priorities. Acion plans should be developed identifying responsible people and funding requires.

Scientific and scientific-pedagogical employees of higher education institutions are engaged in scientific activity. 12.11. Outcomes of scientific research conducted in higher education institutions are used in manufacturing and teaching process. Scientific studies related to the development of science serve to study educational and pedagogical thinking history, to teach with the use of modern methods, and to apply new technologies. 12.12. Outcomes of scientific research conducted in higher education institutions are taken into account when electing and appointing teaching staff to positions.
