  3. Project Overview Purpose of Strategic Review: Ensure the administrative and legislative tools are in place to provide staff the ability to deliver a road cut program that promotes quality restoration and minimizes disruption to the Right of Way (ROW) and the public 3

Project Overview Comprised of three projects undertaken simultaneously: Road Activity By-law Review Road Activity Process and Financial Review (including a Pavement Degradation Fee Review) Transition of Road Cut Inspection and Related Responsibilities from Traffic Services (TS) to Right of Way, Heritage and Urban Design Services (ROWHUD) 4

Road Activity By-law Review Project Lead Rob Maclachlan Objective: Review 2003 Road Activity By-law and recommend amendments to provide a regulatory framework and tools necessary to enable delivery of a high quality road cut program including a review of: How the City regulates road activity Requirements for securities, insurance and fees Enforcement mechanisms 5

Road Activity By-law Review Contd Scope of delegated authority related to permit issuance Traffic Review and issues including: traffic conditions, hours of work, etc. Coordination of construction activities for development projects Construction notification, inspection, standards and warranty 6

Road Activity Process and Financial Review Project Lead Linda Carkner Objective: Ensure the fees charged are reflective of the true cost of pavement management including the accelerated decline in pavement quality from road cuts oAllow the City to be in a better position to maintain its investment and ease the future financial burden of costly rehabilitation work that will need to be undertaken. 7

  8. Road Activity Process and Financial Review (Cont d) Objective (cont d): Present process improvement options for fee structure, quality restoration and fee management. Retaining Consultant to review the PDF and overall fee structure of road activities 8

Transition of Road Cut Inspection Project Lead Kevin Lamer Objective: In November 2017, ROWHUD management undertook a preliminary review of road cut inspections, resulting in the following recommendations: Enhanced level of service offered by the ROWHUD Inspections staff with a focus on construction activities in the ROW More focused mandate for Traffic Inspectors, to be responsible solely for mobility issues in the ROW Project will determine how best to implement the work undertaken in this preliminary review and establish an implementation plan, to ensure a smooth transition of functions. 9
