Strengthening National Evaluation Capacities Multiple regional and global fora focusing on NECD: GA/RES/69/237 NEC commitments & Bangkokdeclaration EvalPartners Parliamentarian Forum Global Evaluation Agenda developed by EvalPartners and in partnership with UN agencies . Identify NEC/NES emerging practices for the review, follow-up and evaluation processes of the 2030 Agenda Joint UNDP UNICEF initiative to distil key success factors, trends, lessons learnt and identify areas other countries could learn from (country case studies and synthesis)
Country Case Studies - Focus Review and analysis of: Evaluation policies M&E systems Use of resources for evaluation When evaluations inform policies Evaluation culture Ownership and champions for localizing SDGs Key successes and areas for improvement: Legislation / budget/ institutional set up Mechanisms for mainstreaming of evaluation at national & (where relevant) sub-national level Mapping demand & supply side Mechanisms for partners engagement
Objective of the Review Values Shared principles partnership, innovation, inclusivity, and human rights. equity, gender equality, and social justice Generate knowledge to guide NECD for 2030 Agenda Identify national evaluation systems successes and lessons Foster peer learning Inform global, regional NECD guidance through the production of readiness assessments at the country level. Country Case Studies Readiness for Evaluating Progress towards SDGs What M&E systems are in place to monitor, review and evaluate implementation of 2030 Agenda? How do evaluations inform adjustments to strategies, resource allocation and policies? Is this changing in light of 2030 Agenda? What evaluation methods/ tools are government/ other stakeholders using to evaluate policy choices to support integrated approaches? What equity-based evaluation methods/tools are being used? Could be scaled up to monitor commitment of leaving no one behind ? Recommendations to strengthen national evaluation capacity for the SDGs.
