  2. 2018 M-STEP and MME Summative Test The M-STEP and MME are summative tests given to students in grades 3-8 & 11 once a year in late Spring. They provide a snapshot of student progress in learning Michigan academic standards which educators believe students should know and be able to do to be career/college ready by graduation. 2 3/19/2025

  3. 2018 M-STEP and MME Summative Test The more aligned a schools curriculum and the more students learn, the higher state test scores are likely to be. While state assessments are just one of several ways student progress is measured, including local tests, classroom work and report cards, they can help families and teachers understand where students are doing well and where they may need additional support. 3 3/19/2025

  4. 2018 M-STEP Test Administration Nearly 99% of schools administered the M-STEP to students online compared to 80% in 2015. Fast results! Preliminary results within 24-48 hours; final results released August 29, prior to the beginning of the school year. 4 3/19/2025

  5. 2018 M-STEP Test Administration, contd Test Administration went smoothly for most schools. School testing issues have been reduced 90%. Students are spending more time in the classroom and less less time on testing. 5 3/19/2025

Result Summary Results in 2018 show student proficiency gains in: English language arts scores in grades 3 and 4 (This represents the first increase since in these grades and subjects since the M-STEP was first administered in 2015.) Mathematics scores in grade 6 Social studies scores in grade 11 8 3/19/2025

  9. Result Summary (contd) SAT writing scores have continued to show slight increases since they were first administered in 2016. Overall SAT scores, SAT reading and writing, and SAT mathematics declined this year. Three-year trend data shows scores are remaining constant with a slight increase in mathematics. 9 3/19/2025

Scores decreased in all other grades. All other grades declined slightly. A four year comparison of Mathematics scores show increases in all but Grade 3 ranging from .5 in Grade 8 to 2.4 pts in Grade 7. Grade 3 scores show an overall decrease of 3.1. 11 3/19/2025

Scores decreased this year in Grades 5 and 8. A four year (2015-18) comparison of Social Studies scores show both increases and decreases over time. A comparison of 2018 to 2015 scores show Grade 11 has increased 4.6 pts. Grades 5 and 8 have declined 3.0 and.4 respectively. 12 3/19/2025

Therefore, scores are provided on a district level only. No student level data will be reported. In the prior three years (2015-17) a comparison of science scores show increases of 2.2 pts in Grade 4 and a increase of 4.2 pts in Grade 11. Grade 7 scores showed no increase. 13 3/19/2025

Scores over the past three years have fluctuated. Mathematics scores have increased from 2016 to 2018 and both the SAT Total Score and SAT Evidence- based reading and writing have decreased. 14 3/19/2025

  15. New Efforts to Improve Future Results Three years ago, Michigan identified early literacy gaps as a focus area for policy and program support for learners, and established a set of initial support mechanisms to address the learning gaps. These programs have since been initiated with educators over the last few years. The programs, created and funded by the legislature, support specific recommendations to ensure that all students have strong literacy skills by the time the end of third grade. 15 3/19/2025

  16. Early Literacy Programs Instructional time grants: help schools provide extra help for students who struggle in reading and other literacy skills ISD literacy coaches: assist schools and teachers in addressing instructional needs to help struggling students Assessment reimbursement grants: help districts purchase screening and diagnostic tools to help identify specific student needs, and provided targeted support Professional learning funds: to create a literacy coach network and resources to help educators learn and implement best practices to support all students, including those with specialized needs (e.g., English learners, students with disabilities, and others. 16 3/19/2025

  17. Additional Funding for Districts MDE also is distributing to school districts over $20 million appropriated by state legislature for 2017-18 for additional instructional time to K-3 students who need additional supports and interventions in order to be reading at grade level by the end of third grade. 17 3/19/2025

  18. Partnerships Several organizations are partnering with MDE to provide a consistent, coherent support infrastructure, so that all early literacy efforts are focused on the same needs. MDE and Michigan Association of Intermediate School Administrators (MAISA) teamed up with literacy experts to form a task force. Developed the Essential Instructional Practices for different learners, including K-3, early learners, and now adolescent and young adult learners. 18 3/19/2025

  19. Partnerships, contd. These efforts have just begun to reach Michigan educators and students in child care settings and classrooms throughout the state. As they become more fully implemented, more of Michigan s children will have the literacy skills they need to succeed. 19 3/19/2025

  20. Making MI a Top 10 Education State The third and fourth-graders in school today are the kids who are benefitting from the investments in early childhood education programs over the past several years, said Interim State Superintendent Sheila Alles. We want to thank Governor Snyder and state legislature for their persistent commitment to early childhood education that is beginning to bear fruit. These are the footholds we need in our ambitious efforts to make Michigan a Top 10 education state in 10 years. 20 3/19/2025
