  1. TAC Subcommittee Restructuring Task Force February 5, 2018 Liz Jones Presented on behalf of: AEP, CenterPoint, Oncor, OPUC, and TNMP

  2. GENERAL GUIDANCE

  3. Principles for Working Groups/Task Forces TAC and its subcommittees are accountable for work undertaken by working groups and task forces (WG/TF) ERCOT and market participant time should be used as efficiently as possible (cancel meetings if not needed) WG/TF should be living groups, created or designated inactive, depending on the deliverables needed by TAC and subcommittees

  4. Meeting Management Options Does the agenda require a face-to-face meeting, or will a webex meeting suffice? Does a voting item require a face-to-face meeting, or will a webex or email vote suffice? If a meeting will be conducted only to receive WG/TF reports, can the reports be posted to the meeting webpage and discussion deferred to the next scheduled meeting, so that the meeting can be canceled?

  5. Considerations for WG/TF Use 1. Is the voting subcommittee overloaded and facing multi-day meetings? 2. Is specialized knowledge needed to inform the voting subcommittee? 3. Is there a specific, deliverable work product expected from a particular WG/TF? 4. How much meeting time is necessary to produce the work product?

  6. COPS AND RMS INITIATIVES

COPS Background and Recommendation COPS was created to focus on substantial and urgent market communication and settlement issues At this time, COPS has achieved a steady state concerning those issues COPS WG/TF can be managed by other subcommittees or designated as inactive COPS should be designated an inactive subcommittee, which would protect access to historical information and permit reactivation if necessary

  8. COPS WG/TF Recommendations Communications and Settlements WG (CSWG) moved to WMS, with meetings scheduled in coordination with Market Credit WG (similar to coordination of CMWG and QMWG) Profiling WG (PWG) moved to RMS and moved to inactive status Market Data WG changed to inactive status, with market data questions managed through RMS/ROS/WMS

  9. RMS WG Recommendations Advanced Metering WG (AMWG) moved to inactive status RMS to consider the frequency of meetings needed for Texas Data Transport Systems MarkeTrak WG RMS to consider shifting MarkeTrak from TDTMS to TexasSET RMS to consider the frequency of meetings needed for TexasSET WG and whether MarkeTrak is a better fit with this WG Consider whether Retail Market Training TF can move to inactive status when new/revised training modules are completed
