
Submitting Multi-Year Delegation Forms for Grant Extensions
DESE will handle the submission of multi-year delegation forms on behalf of districts starting on May 6, 2020, for grants with unclaimed balances over $100. The forms will extend the end date of ESSA grants to 6/30/2021 and FY2019 IDEA grants to 9/30/2020. Applicants with unclaimed balances over $100 who wish to file their own forms must do so between May 1st and May 5th, or DESE will roll $100 to extend the grant end date automatically.

DESE will submit the multi-year delegation forms on behalf of districts beginning on May 6, 2020 for any grants that have an unclaimed balance over $100. The multi-year form will extend the end date of all ESSA grants to 6/30/2021. FY2019 IDEA grants will be extended to 9/30/2020. FY2020 Multi- Year Changes due to COVID-19 Applicants with less than $100 in unclaimed balances, will not be extended by DESE. The assumption is that these funds will be drawn down in the May, June or July draw down windows. Applicants with less than $100 in unclaimed balances that would like to extend into Year 2, must submit a multi-year delegation form May 1stthrough May 14th. DESE will move $100 from Year 1 into Year 2 (FY20); and from Year 2 into Year 3 (FY19). Applicants with more than $100 in unclaimed funds, who would prefer to submit their own multi-year form, must do so between May 1stand May 5th.
Applicants with unclaimed balances over $100, who wish to file their own multi-year forms, must do so May 1st through close of business May 5th. Otherwise, DESE will roll $100 to extend the grant end date. Applicants with less than $100 in unclaimed balances that want to opt in to extend their grant should submit their multi-year forms during the normal multi-year window (5/1 5/14). 6 May 1 5 May 1 14 May DESE begins the multi-year submission process on behalf of districts with unclaimed balances over $100 for those who did not submit multi-year 5/1 through 5/5. Applicants that prefer to submit their own must do so starting May 1stthrough close of business May 5th.

The What if slide Q: What if DESE moves funds into Year 2 (or Year 3) but all of the grant funds will be obligated and expended prior to 6/30/2020? A: The Year 1 request windows should be used to fully draw down Year 1 balances and on July 1st the Year 2 request window should be used to draw the remaining balance that was moved via multi- year. Funds drawn from Year 2 can be applied back to Year 1 expenditures. Q: What if I need more than $100 moved into Year 2 (or Year 3)? A: It does not necessarily matter what is moved into Year 2 (or Year 3). The purpose of moving the funds is to extend the end date to 6/30/2021 (or 9/30/2020) and all grant funds regardless of Year 1/Year 2 breakout can be applied backward and forward across the Year 1 / Year 2 (or Year 3) lifecycle of the grant. Applicants just need to be aware of the draw down dates in order to access the funds during the proper window (see next slides). Q: What if we d rather submit our own multi-year delegation form? A: Applicants with unclaimed balances over $100 can opt to submit their own multi-year form between 5/1 and 5/5 if they want to control what is moved into Year 2 (or 3). Both FY20 and FY19 multi-year forms will be available during this timeframe. We are unable to grant extensions to these dates as we need to begin the roll for everyone on 5/6.
