  1. My submissions on SCRC leadership & good transport strategy intentions Sunshine Coast Integrated Transport Strategy The following slides are extracts from my second submission, last May, to the Mass Transit Community Consultation process.

Good Sunshine Coast Integrated Transport Strategy Intentions Among other things SCRC s Sunshine Coast Integrated Transport Strategy intends to: respond to emerging technologies and business models such a ride sharing, car sharing, autonomous vehicles and big data be an effective information and advocacy tool for council and the community reduce adverse environmental impacts through a lower carbon transport system

  4. Community Options & Learning from Covid-19 Since Covid-19 reached Australia, business has become unusual everywhere. It s been doubly unusual on the Sunshine Coast because it s climate and low number of Covid cases. Millions of urban residents have learnt that risks of infections, and government intervention, are far higher in urban populations than in non-urban regional Australia. This is attracting visitors and investors to such regions. As domestic and international Covid-19 border controls end, the 2016 SEQ Regional Plan population formula for future growth could be revised to reflect such learnings from Covid-19. Reversing the greenfield share back to at least 60% could attract more investment and population growth than infill urbanisation with mass transit

Reduce 2021 Congestion by Promoting and Demonstrating Ride Sharing By the time any of the eight other options under consideration can start reducing traffic congestion, more residents than those who commute to and from work, will be spending much more time in traffic. An immediate way to start reducing commute traffic times is by increasing ride sharing. Perhaps SCRC councillors or employees already ride share. Why not have a SCRC campaign to reduce congestion by promoting and demonstrating increased ride sharing? Why not start in 2021 and include rides to and from shopping centres and Brisbane?

  6. Reduce 2021 Congestion by Promoting and Demonstrating Telecommuting Other learnings from Covid-19 have been made by residents who worked from home with school and university students studying from home at the same time. How soon and how much telecommuting is included in SCRC s business as usual depends on SCRC employees and councillors. By promotinging and demonstrating telecommuting in 2021, they could open a new era of telecommuting to reduce all traffic congestion, lower transport carbon emissions, plus improve road safety.

  7. Importance of media coverage of community consultation Transport Strategy, plus Covid-19 learnings, ratepayers deserve wider media coverage of 2021 community consultation processes than headlines like 'True consultation needed, not an exercise in railroading'. Not just SCRC ratepayers deserve timely and wide media coverage of consultation. Since Adam Brunner s 2011 warning not to repeat the Gold Coast planning mistakes ratepayers and taxpayers have been paying to be misled by SCRC s funding of planning which claimed in 2012 that corridor congestion will be reduced! Covid-19 uncertainties make it easier for honest councillors to open a new era of more innovative leadership and professional planning, where options proposed by community members become business as usual To correct impressions of railroading SCRC should make an honest and innovative media announcement about the whole consultation process! Given SCRC s 2012 mistakes, limited progress since the 2018 Sunshine Coast Integrated
