Update on Early Help and other service developments. Sharing and consulting on the new Children and young people s whole system emotional and mental wellbeing support guide/pathway for professionals

Our Whole system Vision: All our children and young people can access the support they need to achieve emotional wellbeing and mental health Cumbria HeadStart Mission: Children and young people aged 10-16 living in Cumbria have the ability and confidence to ride life s inevitable ups and downs, now and in the future

  9. Role of schools In Cumbria schools do an excellent job of supporting pupils emotional and mental wellbeing. CYP spend a significant proportion of their lives in school They are ideally placed to recognise early signs of problems and support families as well as the child/YP in school. Growth in non-cognitive education, SEL, resilience and character

The Journey There is still lots to do Circa one third of referrals to specialist CAMHS are not appropriate A clear multi-agency pathway for all CYP for emotional and mental wellbeing support Building wellbeing and resilience through prevention and early intervention The opportunity provided by HeadStart

  12. Our Transformation Plan Future in Mind divided proposals for service improvement into; those where additional investment is required those where action is needed to do things differently. Cumbria s Local (CCG led) Transformation Plan assured 23rd Nov15 with recommendations. Translates to c. 1m additional investment into CCG p.a. 2015 -2020

Cumbrias Story Detailed interventions Cumbria s Theory of Change Our Mission Interventions map Cumbria s model Our interventions have been selected to optimise impact and learning, with an evaluation focus on implementation science to identify the optimal conditions for high quality delivery and sustainability. They are designed to fit with the wider offer across CYP s school, family, community and digital lives. Several having both universal and targeted elements, offering continuity in meeting need, and alignment across out system. Data will drive quality improvement at system and individual levels. A Multi-agency Whole System Approach led by the Emotional WB and MH Partnership ensures that HeadStart is fully embedded in our whole system , at the vanguard of our prevention and early intervention work. Our programme focus on continuous learning draws on quality improvement methods already established in healthcare, and will foster collaborative work and inquiry across education, health, care and the third and community sectors. Cumbria s offer has grown from our phase 2 learning, and co-production with CYP and families. It takes account of changes in the wider system since 2014, including the increasing recognition of the moral imperative to improve CYP s mental health in an integrated way. It is based on the best available evidence of what works ; local intelligence; and growing local expertise and specialism in mindfulness, advocacy, online support, & self harm and suicide prevention. We will deliver a Cumbria wide, proportionate universal offer, whereby all 10-16 year olds can access HS resources, and those who are more in need can access more resources more often. We emphasise whole school community approaches, because children spend much time in school and it is a non-stigmatising setting. We will achieve system change so that emotional resilience becomes everyone s business. Our mission statement comes from our HS Partnership workshops, and our work with wider stakeholders and senior leaders. It has been tested and refined by children, young people (CYP) and families. Our vision is strength-based, emphasising the importance of positive relationships and environments, and building on CYP s capabilities & resources. 27

In Summary Wherever we sit and whatever our roles are we are all part of a much bigger whole system to support the emotional and mental wellbeing of children and young people in Cumbria and we all have a role to play. This approach is now driving service improvement and development and schools are a crucial element in impacting upon emotional and mental wellbeing outcomes
