Our 2021/22 NJC pay claim is for: An increase of at least 10% on all NJC/GLPC pay points UNISON NJC Pay 2021-22
NJC pay explained The NJC pay spine includes pay points from scp 1-43 A new pay spine was introduced in April 2019 Used by councils and schools to construct local pay grades UNISON with GMB and Unite submit an annual pay claim to the Local Government Association who represent employers The pay increase is applied to the NJC pay spine London and a few other councils have their own pay spines (NJC percentage increases are applied) UNISON NJC Pay 2021-22
Context of our claim Local government workers have kept the country going during the Covid-19 crisis The government promised to do whatever is necessary to support local authorities throughout this crisis Local government staff have lost up to 25% in the real term value of their pay over the past decade More austerity is the wrong answer Only a decent pay award can recover a lost decade of cuts, austerity and crisis UNISON NJC Pay 2021-22
The impact on our members Since 2010, NJC staff have lost almost a quarter of the value of their pay against the cost of living Many local government workers suffering low pay are those on the frontlines dealing with Covid-19 Prices for everyday goods continue to rise as local government wages stagnate A decade of below average NJC pay awards have fallen well below private sector equivalents UNISON NJC Pay 2021-22

NJC pay at the bottom It has been a longstanding UNISON goal to achieve a 10 an hour minimum wage for all members There are 4 SCPs on the NJC pay spine below 10 an hour This is what a 10% increase would do to those SCPs: SCP 1 2 3 4 Annual 17,842.00 18,198.00 18,562.00 18,933.00 Per hour 9.25 9.43 9.62 9.81 + 10% 10.18 10.37 10.58 10.79 UNISON NJC Pay 2021-22
But its not just about pay... There have been cuts to overtime, sick pay, exit payments, etc 28% of local government staff work some unpaid overtime - compared to 15% of all employees Compensating local government workers for unpaid overtime would require a 25% pay rise This year s pay claim is supported by a supplementary conditions claim UNISON s focus for the campaigns and negotiations is the pay claim. Covid-19 Economic Recovery Public sector austerity after 2010 delayed the UK s economic recovery from 2008 financial crisis Better investment into public services and staff is an investment in the wider economy 51% of the cost of meeting our NJC pay claim would be recovered by taxes and reduced benefits More cash in the pockets of local government workers means more spending in the economy and a faster recovery UNISON NJC Pay 2021-22
