Student Learning Time (SLT) Regulations December 15, 2020
Background DESE collected Student Learning Time (SLT) data from all districts in early November Data represented a snapshot of a two-week schedule for students and detailed the use of student learning time Data were collected for grades 1, 4, 7, and 10 Data showed variance in the amount of live instruction (defined as in-person instruction + remote synchronous instruction) that students are receiving Massachusetts Department of Elementary and Secondary Education
Proposed SLT regulations New proposed SLT regulations do not change the original SLT requirements (5 hours for elementary and 5.5 hours for secondary) or the length of the school year Would be effective on January 19, 2021 Would be based on the average amount of live instruction or synchronous instruction across the grades within a learning model for the district o Allows for district judgment and flexibility at specific grades (e.g. less screen time in early elementary grades and more at secondary grades) o Allows multiple models within a district (e.g. hybrid at elementary and remote in secondary) 12 Massachusetts Department of Elementary and Secondary Education
Proposed SLT regulations DESE shared a preliminary clearance report with districts on 12/11 o Based on one model and four grades from the November SLT survey o Instructional model or allocation of SLT could have changed since then Districts are currently reviewing that report and data from the November SLT survey for factual accuracy Proposed regulations would require districts would be responsible for alignment at all grade levels and for both remote and hybrid models 13 Massachusetts Department of Elementary and Secondary Education
Proposed SLT regulations for hybrid models Proposed hybrid model SLT regulation #1: all hybrid models must provide a minimum of 35 hours of live instruction over a 10-school day period averaged across the grades in the hybrid model Proposed hybrid model SLT regulation #2: a daily live check-in with students is required on all school days A grade level within a school will be considered as hybrid if all students have the opportunity to attend school in-person some of the time (some might have chosen to opt-out) 14 Massachusetts Department of Elementary and Secondary Education

Waiver process The proposed regulations include a waiver process at the discretion of the Commissioner o Waivers will be considered on a limited basis o Some grounds for waiver requests could include data showing parent satisfaction combined with the efficacy of the current instructional model, and requests based on unique school models (e.g. alternative schools) 19 Massachusetts Department of Elementary and Secondary Education
