AIM Pilot Application - OBJECTIVES Test and assess the applicability and manageability of the three WP4 Guidelines (Innovative Financing, Innovative Procurement, New business models, bankable projects and partnerships). Enhance AIM administrative capacity to develop a sustainable mobility policy by making effective use of the three WP4 Guidelines Dissemination and exchange of experience / good practice with the 8 Municipalities under SUITS and with other LAs and stakeholders Collaboration with WP4 leaders to upgrade the 3 Guidelines according to their actual requirements to effectively use the Guidelines Monitor and report the performance-and impact indicators to reach the objectives. Organization The Pilot Application was organised through our own methodology specially developed by AIM in collaboration with INTECO, for the AIM Pilot Application (P AIM), based also on the study and principles of CIVITAS methodology. Key persons areas of responsibility in the management: PEM the Project Evaluation Manager. SUITS Responsible for the evaluation, reporting, final outputs and support of AIM activities - tefan Ro eanu LEM the Local Evaluation Manager in charge of conducting activities, evaluation and periodical reports of AIM according to the Plan Ovidiu PODARU, project manager ML - the Measure Leaders. Overall supervising of the project progress from the City s point of view. Pilot Application Development in the context of AIM strategy to develop sustainable mobility Information, details on AIM, start up SUMP implementation, interconnection with other activities, concerns for mobility sustainable development in Alba Iulia as well as in the Functional Urban Area of Alba Iulia AIM collaboration with other WPs SUITS, CIVITAS projects, SUMPup, Prosperity, Thermos, PlastiCircle, Europe Direct Center, Regional Operational Program for 4.1 axis AIM collaboration with Central Authorities, ARD, other Municipalities, stakeholders etc. which will enhance the project replicability and visibility: Local Agency for Energy Alba, STP Alba, AIDA TL, Central Government, INTECO, experts such as Jan GEHL- World Architect, Donald Shoup parking guru , NGOs etc. Urban Mobility Days 2020 SUITS Multiplier workshop
Pilot projects tested (I) The pilot project implemented for Innovative public procurement: Innovative criteria for the public procurement of the public transportation The criteria for awarding the contracts to a private company within the public procurement process, as result of the SUITS project and the collaborative work with INTECO with the new guidelines, include the following minimum criteria (besides the minimum criteria imposed by the CE regulation 1370/2007 for integrated public transportation as obligation of the Public Service Contract): ITS (Intelligent transport system) GPRS/GPS navigation system with real time monitoring in the stations Emergency situation management system connecting to the dispatch Video surveillance in the buses Free WiFi in the buses Part of the fleet to use the biofuels perspective 2019 Other criteria which will be included in the public procurement documentation as mandatory: The transformation of motor buses into electric buses for min. 3-5 % of the current fleet of the regular buses perspective 2020 Account Base Ticketing ABT perspective 2019 Urban Mobility Days 2020 SUITS Multiplier workshop
Pilot projects tested (I) Innovative criteria for the public procurement of the public transportation at AIM *Clarification on the Tender Procedure from ANAP (National Agency for Public Procurement) *Revision of the Tender documentation some requirements for the new Operator were considered restrictive (The buses should be equipped with filters for monitoring the air quality) *New local Council decision nr. 294/September 2019, for aproving the new Tender Documentation this time without the criteria for special equipment on measuring the air quality *Deadline for submission of the offer of the new operators established for November 2019 *Current status-new deadline for submission of the offer until the end of December Urban Mobility Days 2020 SUITS Multiplier workshop
Pilot projects tested (II) Partnership with the Ministry of Regional Development for procuring 13 electric buses on a project led by the Ministry under the direct expertise of JASPERS Project currently under evaluation wigh very high chances for aproval Alba Iulia the only city in the Center region to be part of this procurement and among the first 4 cities in the country (out of 25 cities which were involved in the process) Other financial instruments used by the municipality in different fields to be used in the coming future also for sustainable urban mobility: Green municipal bonds perspective 2020, with low chances in 2019 due to regulation barriers - however the procedure was reinitiated and aproved by the local council at the end of 2019, whilein April 2019 the funding mechanism will be accessed by the municipality for co-financing mobility projects (and other types of projects) Urban Mobility Days 2020 SUITS Multiplier workshop
Pilot projects tested (III) Public private partnerships for an integrated city card consisting in a tourist ticket for access to the public transportation and the most relevant tourism objectives in Alba Iulia based on Account Base Ticketing ABT perspective 2020 (available until now only in Berlin and London) this will be part of awarding criteria in the public procurement for the delegation of the public service for local transportation to a private operator. Partnership with Jaspers for creating the parking Policy at AIM level: Alba Iulia is one of the 10 Romanian cities having more than 50 000 inhabitants which benefited from JASPERS assistance for generating the policy for parking Due to this, no costs from the local budget were used for creating the parking policy Project Alba Iulia Smart City implemented at AIM level: Alba Iulia implemeted an innovative financing scheme through the AI Smart City project envisaging measures also in the mobility area: smart parking (mobile apps, beacons), car sharing, beacons (used through a mobile app, also for mobility purposes), smart cameras with sensors for car counting (in the busy areas of the city), smart devices for freight vehicle weighting at the entrance into the city. AIM applied for ROP funding for mobility projects *AIM decided to apply for funding under the Regional Development Program (ROP), for the projects based on the SUMP *An internal Team was designated at the level of AIM in charge for the application form for the Priority of Investments 4.1 ROP elaborating and submitting the 3 applications under the ROP PI 4.1 which will change substantially mobility within Alba Iulia Municipality projects currently under evaluation Urban Mobility Days 2020 SUITS Multiplier workshop
Results of the AIM pilot Testing and evaluating the 3 WP4 Guidelines within the pilot application is instrumental to proving their applicability and efficiency in support of carrying through the mobility sustainable development-driven policies Compliance with the Plan of Activities, continuous monitoring and reporting on the performance-and impact indicators as set, are the prerequisites to proving that the objectives under the Pilot Application have been met Carrying on the Pilot Application and replicating it to the other partner LAs will prove the applicability of the innovative know-how developed through the 3 Guidelines in the various specific conditions of 7 EU countries The Pilot Application will be an example of good practice and efficient collaboration between the LAs and SUITS partners from the academic environment and the research centres in the 11 EU countries. 10 Urban Mobility Days 2020 SUITS Multiplier workshop
Conclusions * The utility of the guidelines for innovative financing, business models and partnerships for the three pilot projects: AIM staff through the pilot projects implemented under the framework of the guidelines were able to: increase and optimise the resources allocated, try innovative procedures for financing, new business models and innovative partnerships in the area of mobility; develop an annual and multi-annual procurement plan intended for mobility sustainable development; organise centralised public procurement procedures between local / regional / cross-border public authorities having the same requirements; promote public private partnerships and the collaboration with the private sector; use public financing for research and innovation in a strategic way in order to improve challenge impacts of public procurement; Urban Mobility Days 2020 SUITS Multiplier workshop
