BRIEFER COURSES DEVELOPED UNDER THE SUSTAINABLE PORT DEVELOPMENT OF THE REGIONAL TRAINING NETWORK IN THE ASEAN REGION
BACKGROUND The Internationale Zusammenarbeit (GIZ) forged partnership with the Association of Southeast Asian Nations (ASEAN) and Partnerships in the Environmental Management for the Seas of East Asia (PEMSEA), to implement the Sustainable Port Development (SPD) Project in theASEAN Region. BACKGROUND The primary objective of this project is the improvement of the quality and efficiency of safety, health and environment management in selected ports within theASEAN Member countries.
BACKGROUND Only 7 countries from the ASEAN were identified by GIZ as beneficiaries. Twelve (12) ports were engaged to contribute for this project.
BACKGROUND The completion of the project in 2015 paved way for the creation of Regional Training Network commitments of seven (7)ASEAN PortAuthorities and training centers. (RTN) in 2016 through the

Myanmar Ports Authority Training Center (Myanmar) 6. Port Authority of Thailand Training Center (Thailand) 7. Maritime College Number One/Vinamarine (Vietnam)
MEMORANDUM OF UNDERSTANDING A Memorandum of Understanding between these port authorities sealed their commitments to collaboratively focus on the improvement of Safety, Health and Environmental Standards in the ASEAN Region in the continuation of the GIZ/ASEAN Sustainable Port Development Project in the ASEAN Region.
REGIONAL TRAINING NETWORK (RTN) ACTIVITIES
1STNETWORK MEETING Held on March 15, 2016 in Manila, Philippines Sponsored by GIZ in partnership with the Philippine Ports Authority (PPA) thru PPA Training Institute (PPATI) Attended by seven (7) member-training centers, PPA officials, representatives from GIZ and PEMSEA GIZ formally turned over the implementation of SPD Project to the Network.
1STNETWORK MEETING Agreements in the said meeting: - Proposal on PEMSEA s role to oversee the RTN - Drafting of policy or guidelines on accreditation of trainers/training institution - PPATI as Secretariat and administrator of SPD website - Inventory of experts per each member-training center - Financial investments for the implementation of SPD projects (e.g. membership fee)
1STNETWORK MEETING Agreements in the said meeting: - Annual hosting of RTN meeting - Design of additional proposed logos - Proposed conduct of Course Instructor s Workshop (CIW) and redelivery of SPD programs
2NDNETWORK MEETING Held on September 27,2016 in Malaysia Hosted by Northport International Center of Excellence (NICE) of Northport (Malaysia) Berhad Attended by six (6) representatives from member-training centers, representatives from PEMSEA, and JP Skills Center of Johor Port Berhad
2NDNETWORK MEETING Agreements in the said meeting: - Decision of PEMSEA to oversee the RTN - Proposed annual membership fee ($USD 1,000 1,500) - Revision of the Draft Guidelines on the accreditation of RTN trainers - Proposed integration of SPD website to PEMSEA s knowledge bank - Proposed centralized Asian Portworkers Certification Test and working groups - Approval of a working logo subject to improvement
ONLINE MEETING PEMSEA organized a video conference on December 8,2016 Only three (3) member-training centers accessed the online platform Online meeting is not successful due to intermittent connections
3RDNETWORK MEETING Held on February 21-22,2018 in Manila,Philippines Co-hosted by PEMSEA and PPA Attended by three (6) member-training centers and representatives from PEMSEA
3RDNETWORK MEETING Discussion mainly focused on: - ASEAN Ports Association s (APA) declaration of creating a training network for capacity-building of APA personnel and the opportunity of tapping the RTN for this purpose - Expiration of the Memorandum of Understanding - Project proposal and funding - Problems being encountered by the network - PEMSEA s 6thEastAsian Seas (EAS) Congress 2018
PEMSEAS ROLE AND NETWORKS ISSUES AND CONCERNS
PEMSEAS ROLE PEMSEA took over the role of GIZ officially in 2016 to oversee the Network s progress and implementation of SPD projects PEMSEA assigned two consultants to assist during the RTN s infancy stage PEMSEA and PPATI (as Secretariat) are in close coordination on network matters PEMSEA persistently explores future activities and funding prospects
RTNS CHALLENGES RTN continues to cope with challenges since its establishment, including: Member-training centers are unresponsive to communications sent thru email and snail mail Member-training centers are uncooperative to commitments and agreements Myanmar Ports Authority Training Center has not signed the MoU Pending consensus on the payment of annual membership fee Lack of funding from the Network to support its activities and projects
Remarks: SPD courses under this project are authorized for use by the member- training centers of the Regional Training Network subject to proper coordination with the Philippine Ports Authority thru the PPA Training Institute as the designated administrator and secretariat of the network.
