Pacific Regional Heads of Planning & Statistics Meeting Discussion Paper on TAKING TYPSS TO A NEW LEVEL Muagututia Sefuiva Reupena Chair of PSSC Government Statistician, Samoa July 2013
TYPSS Strategic Objectives TYPSS plan outlines six strategic objectives to guide statistical development in the Pacific over the decade to 2021, these strategies are: implementing a regular census and core survey program; producing a core set of statistics; addressing capacity constraints; improving data access and utilisation; more consistent and comparable statistical approaches; and effective governance.
Progress to Date Census & HIES rounds underway with support from SDD Standardisation of questionnaires & methodologies is progressing; also with support from SDD Work on improving national accounts & key economic statistics is progressing slowly but steadily across the region; supported primarily by PFTAC with support from SDD But there is a feeling amongst NSOs that progress needs to be enhanced to boost momentum in other aspects of the strategies
Taking TYPSS to a new level In particular greater emphasis is need towards implementation of the TYPSS strategies for: capacity building, data access and utilisation, and Governance; need more emphasis In addition more NSOs should aim to prepare their own National Statistics Strategies as they have agreed under Paris 21 Discussion paper aims to provide a basis for giving TYPSS the desired boost
Key Recommendations 1 The discussion paper makes the following key recommedations: The appointment of a full-time TYPSS Project Coordinator (PrC); the PrC would: work under the general direction of the PSSC and the day-to-day supervision of the Director SDD and would be responsible for delivery on the TYPSS work-programme to PSSC; Strengthen the links between statistics producers and users by appointing a senior planner to be a member of PSSC; Provision of a budget for PSSC chair to support the chair s (and PSSC) increased role in the governance, management and implementation of TYPSS;
Key Recommendations 2 the establishment of a small regional institutional strengthening and capacity building team (a core team of perhaps 2 or 3) with access to additional funding resources in order to be able to conduct training courses at regional, sub-regional and national levels and call on other specialist inputs as necessary; this team would, inter alia, assist countries to: develop their national statistics strategies; provide institutional development support to smaller NSOs (and others as requested); conduct regular country or sub-regional based training (e.g. restoring the Data Analysis & Report Writing programme), calling on specialist inputs as necessary; promote the use of statistics for policy analysis, and reporting at regional and international levels (MDGs/NMDI); and bring about the harmonisation aspects of the Pacific Plan and TYPSS strategies.
