GAINS, CHALLENGES AND RISK MITIGATION 2.3 Risk Mitigation 1) Professionalise LG 2) Share best practice in an organised manner, e.g. Cities Network, District Learning Network, Local Learning Network 3) Ensure functionality of all committees & sub-committees of the municipality 4) Institutionalise & customise Batho Pele & Back to Basics 5) Conduct customer satisfaction surveys annually 6) Cascade performance management, measure productivity & strengthen monitoring & evaluation 7) Employ s56 senior managers on permanent contracts. www.salga.org.za
3. RECRUITMENT AND SELECTION TECHNIQUES 1) Plan to recruit the best of the best. 2) Adhere to legislation instead of politics & undue influence. 3) Recruit internally & externally. 4) Monitor & evaluate recruitment. 5) Benchmark against high performing municipalities. www.salga.org.za

COMPETENCY ASSESSMENT, CAPABILITY & SKILLS AUDITING 4.1 Competency Assessment 1) Competency assessment is laudable, but might have unintended consequences. 2) Competency assessment must be delinked from determination of remuneration for senior managers. 3) There s a need to cascade competence assessment to all levels of management. www.salga.org.za

COMPETENCY ASSESSMENT, CAPABILITY & SKILLS AUDITING 4.2 Capability & Skills Auditing In auditing capability and skills, it is advisable that the municipality should pre-occupy itself with basic values & principles governing public administration, as enshrined in s195(1) of the Constitution of the RSA, 1996: www.salga.org.za
4. COMPETENCY ASSESSMENT, CAPABILITY & SKILLS AUDITING Basic values & principles governing public admin s195(1) (a) A high standard of professional ethics must be promoted and maintained. (b) Efficient, economic and effective use of resources must be promoted. (c) Public administration must be development-oriented. (d) Services must be provided impartially, fairly, equitably & without bias. 4. COMPETENCY ASSESSMENT, CAPABILITY & SKILLS AUDITING Basic values & principles governing public admin s195(1) (f) Public administration must be accountable. (g) Transparency must be fostered by providing the public with timely, accessible and accurate information. (h) Good human-resource management and career- development practices, to maximise human potential, must be cultivated. (i) Public administration must be broadly representative of the South African people, with employment and personnel management practices based on ability, objectivity, fairness, and the need to redress the imbalances of the past to achieve broad representation. www.salga.org.za
