TELPAS TELPAS OVERVIEW OVERVIEW TELPAS annually assesses the progress that emergent bilingual (EB) students make in learning the English language. All K 12 students classified as emergent bilingual LEP/EB in the Public Education Information Management System (PEIMS) are required to participate in TELPAS, including those who have parents who have declined bilingual/English as a Second Language (ESL) program services. Monitored students do NOT need to be tested. They are no longer classified as EB
Exceptions to an EB Being Assessed in One or More Domains An EB receiving special education services Decision must be made by ARD committee in conjunction with the LPAC. Participation must be considered on a domain-by-domain basis. Reason for not assessing student must be well-supported and documented. An EB from another Texas school district, state, or country who enrolls on or after the first day of the TELPAS testing window Will not be assessed by receiving district in the holistically-rated domains. Is required to take the TELPAS reading test and the listening and speaking test. **Deadline to request special holistic ratings for speaking and listening for students in grades 2nd 12thand paper TELPAS reading assessment is Monday, January 31st.
When to Request a Special Administration of a TELPAS Online Test In rare circumstances that prevent a student from testing online, TEA may grant approval for a special administration of a TELPAS online test (listening and speaking or reading) for grades 2 12. Accommodations cannot be applied Technology access is precluded Unable to participate in one domain* The decision to recommend a special administration of TELPAS must be determined by the appropriate team of people at the campus level (e.g., RtI team, student assistance team, 504 team). TELPAS reading requests are for paper versions, while TELPAS listening and speaking requests are for holistic assessments that require training and calibration to administer. Request can be found in Eduphoria FORMSPACE. *The ARD committee, in conjunction with the LPAC, have determined the student is exempt in one domain of the TELPAS listening and speaking assessment.

Required Materials for Online Testing Chromebook or desktop Secure Browser app installed Testing ticket for each student Session ID Headset for listening/speaking Scratch paper and pencils Students MUST be given an opportunity to practice using the new system prior to testing.
TESTING ENVIRONMENT Each student should be sufficiently separated from other students so he or she may work without distraction. To support test security, testing staff should take necessary steps to prevent students from seeing one another's monitor. Ensure that students are seated far enough apart that background noise does not cause interference when students are recording their answers. Ensure that enough computers are available to accommodate the testing schedule established by the campus testing coordinator and principal. Ensure that one pair of headphones is available for each student receiving audio accommodations when multiple students are tested in the same room. Ensure that one headset is available for each student when administering a grades 2 12 listening and speaking test. Activities that would interfere with testing conditions or with the established time limits for the tests should be scheduled for another time. On the day of testing, technology staff should verify that computers are ready for testing, as changes may occur between initial setup and when testing begins.
Lets Review Key Pages on the Test Administrator Manual Pg. 7 Students Who become sick during a Test Make-up testing may also be used for a student who becomes sick and leaves campus during the test. If the student has not completed the assessment, the student may complete the test upon returning to school within the scheduled administration dates. For online administrations, the Test Delivery System (TDS) will lock student responses eight hours after pausing a test. Students who continue testing on another day will be able to view all questions but will not be able to edit responses completed on a previous day. Students may not use English-language or foreign-language reference materials, including dictionaries or thesauruses. Test questions, reading selections, and listening passages may not be translated. Updated TELPAS Listening and Speaking Practice Sets Have been updated to reflect format changes due to new testing platform Are solely for practice (should not be used to predict success on TELPAS) Help students become familiar with online listening and speaking item functionality Include sample items comparable to what is on the actual test Should not be treated like released tests Not a true reflection of the various difficulty levels of items on the test Allow students to practice listening to test items and to practice recording and listening speaking responses NOTE: There are no longer any separate, standalone TELPAS tutorials. Students should have multiple opportunities to practice interacting with the new online testing platform.
Updated TELPAS Listening & Speaking and Reading Released Tests Have been updated to reflect format changes due to new testing platform Can be administered to students for diagnostic purposes To generate a score report, the student must submit their final answers. For listening and speaking, speaking items will not be scored. Campuses may develop a plan to score spoken responses using the speaking rubrics on the TELPAS Resources webpage. To determine a student s proficiency level rating, use the appropriate raw score conversion table located on the TELPAS Raw Score Conversion Tables webpage.

Exploring Development of TELPAS Grades 2 12 Writing Domain as an Online Assessment Given stakeholder feedback and training limitations, TEA is exploring the development of a standardized writing test and proposing a combined reading and writing online test administration. Less administrative burden than two separate tests Similar to existing listening and speaking online tests test For the spring 2022 TELPAS reading administration, writing items will be embedded in the field-test positions on TELPAS reading test forms. More information is forthcoming.

TELPAS TEST SECURITY Each person participating in the student assessment program is required to maintain and preserve the confidentiality of all secure test content including: test booklets online assessments online session IDs TELPAS holistic ratings TELPAS calibration activities Test security occurs before, during, and after each test administration. No person may view, reveal, or discuss the contents of an online assessment before, during or after a test administration. No person may receive or provide answer to student profiles during TELPAS calibration activities. No person may use answer sheets or notes that contain answers to TELPAS calibration activities.
TELPAS Serious Testing Violations directly or indirectly assisting students with responses to test questions tampering with student responses falsifying holistic ratings or student responses viewing secure test content before, during, or after an administration unless specifically authorized by TEA or by the procedures outlined in the test administration manuals discussing or disclosing secure test content or student responses scoring student tests, either formally or informally duplicating, recording, or electronically capturing confidential test content unless specifically authorized by TEA or by the procedures outlined in the test administration manuals responding to secure test questions fraudulently exempting or preventing a student from participating in the administration of a required state assessment receiving or providing unallowable assistance during calibration activities (e.g., taking notes, providing answer sheets, or sharing answers) encouraging or assisting an individual to engage in the conduct described in the items listed above or in any other serious violation of security and confidentiality failing to report to an appropriate authority that an individual has engaged in or is suspected of engaging in conduct described in the items listed above or in any other serious violation of security and confidentiality failing to implement sufficient procedures to prevent student cheating failing to implement sufficient procedures to prevent alteration of test documents by anyone other than the student
Procedural Testing Irregularities Procedural testing irregularities are less severe, more common, and typically the result of minor deviations in testing procedures. Penalties for Violating Security Any violation of test security or confidential integrity may result in TEA: invalidating student test results; referring certified educators to the State Board for Educator Certification (SBEC) for any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, as well as any person who fails to report such a violation or fails to cooperate with a TEA investigation, is subject to placement of restrictions on the issuance, renewal, or holding of a certificate, either indefinitely or for a set term; issuance of an inscribed or non-inscribed reprimand; suspension of a certificate for a set term or issuance of a probated suspension for a set term; revocation or cancellation, which includes accepting the surrender, of a certificate without opportunity for reapplication for a set term or permanently; or imposition of any additional conditions or restrictions upon a certificate that the SBEC deems necessary to facilitate the rehabilitation and professional development of the educator or to protect students, parents of students, school personnel, or school officials. lowering the school district s or charter school s accreditation status or a school district s, charter school s, or campus s accountability rating An educator who is found guilty of intentionally manipulating the results or violating the security or confidential integrity of a state assessment may not receive a sanction of less than a one-year suspension.
General Oath of Test Security The general oath should be completed by all school personnel who participate in state-mandated testing or handle secure test materials. It is required to be completed after receiving training and before handling secure test materials.
