Objectives To evaluate the tendering and contracting of the (first) demonstration exemplars and to recommend on tendering and contracting for follow-up circular projects by CHARM partners and other social housing organisations WP T1 D3.2 Common guidelines for applying guidelines for tendering and contracting

Propositions General The legal framework for housing associations is a barrier for circular procurement of SHOs. The lack of measuring instruments for circularity hampers circular procurement of SHOs. SHOs have to use a single budget for investment and maintenance for procuring circular projects. Integration of building process phases is needed to guarantee profitable and affordable circular projects (e.g. by design-build or design-build- maintain)
Propositions Selection The vision of the architect (and/or in-house design team) is crucial to achieve circular ambitions. Contractor(s) should have expertise with circular projects. Social housing organisation should challenge the market by e.g. (design) contests for architects and product suppliers. Awarding Financial incentives are needed for market parties to offer circular solutions, e.g. making use of residual value of building products. Contracting Contractors can t take the risk for applying re-used building products. Contracts should guarantee the multi-cycle use of building products and materials (e.g. by take-back clauses) Contracts should have a clause about the use of material passports.
Propositions SHOs involved in CHARM are circular frontrunners in their country Accord The use of in-house design team and in-house construction by Accord is helpful to succeed in circular new-built projects. How could Accord address circularity in tendering and contracting for circular renovation and maintenance? What steps have to be made by other SHOs in the UK (without an in- house design team and/or in-house construction) to become followers? Paris Habitat The large scale of Paris Habitat is helpful to become circular, but also hampers the development working with territorial directions . How could Paris Habitat address circularity in tendering and contracting for circular new construction? What steps have to be made by other French SHOs make to become followers?
Propositions SHOs involved in CHARM are circular frontrunners in their country Woonbedrijf The cooperation with gebruiktebouwmaterialen.com and Baetsen is a successful first step to become a circular SHO. What (next) steps have to be taken by Woonbedrijf to address circularity in tendering and contracting for circular new construction, renovation and maintenance? What steps have to be made by other Dutch SHOs make to become followers? Zonnige Kempen Zonnige Kempen proofs that, although the Flemish social housing sector is highly regulated, circular asset management approaches are possible. How could Zonnige Kempen address circularity in tendering and contracting for circular new construction? What steps have to be made by other Flemish SHOs make to become followers?
