Solid Waste Permitting/Program Update TENNESSEE UNDERGROUND STORAGE TANKS and SOLID WASTE DISPOSAL CONTROL BOARD MEETING Nick Lytle, Solid Waste Permits Manager| August 5 , 2020
New Rule Implementation Annual and Triennial Engineering Reports New rules established Dec 30, 2019 requires Class 1 landfills to submit an annual engineering report each year and Class II landfills to submit similar reports every 3 years. Each is due on May 1st. In March, DSWM sent out correspondence stating that extensions would be granted until August 1. Every affect facility successfully submitted the report or asked for an extension. In process of reviewing received report and working with facilities who have not submitted reports yet.
New Rule Implementation Closure/Post Closure Plan Resubmittal New rules established Dec 30, 2019 requires active Class I and II landfills to resubmit closure/post-closure plans every 10 years including the development of a long term custodial care plan . No action has been taken to date Initial correspondence will be sent to Class I facilities this fall, with Class II facilities in Spring 2021. Correspondence will be limited to requesting a timetable for development and submittal.
Permitting Update Current Permits Under Review: Carter Valley Class I Vertical Expansion (Hawkins County) Engineering Received in 2019, Applicant has not responded officially to initial Notice of Deficiency sent that year, future movement on permit expected. White County Class I Lateral Expansion Hydrogeological Report Received in 2019, Applicant has not responded officially to initial Notice of Deficiency related to hydrogeological report.
Permitting Update Current Permits Under Review: Decatur County Class I Revised Closure Plan Out for public comment. Olin Class II Industrial Landfill Lateral Expansion Hydrogeological Report Received in 2017, Engineering Received in 2019. Awaiting response to 2nd Notice of Deficiency. New TVA monofill at Cumberland facility and Lateral Expansion of Gallatin facility.
Permitting Update Current Permits Under Review: Holston Army County Class II Lateral Expansion (Hawkins County/Kingsport) Notice of Deficiency being drafted. TAP-SSC Class II Landfill Lateral Expansion (Maury County) Hydrogeological Report under review. Cocke County Class III landfill Lateral Expansion Notice of Deficiency comments recently received, under review.
Permitting Update Current Permits Under Review: New Shelby Oaks Class III landfill Site suitability still under DWR review. Sevier County Class III Lateral Expansion- Part I preliminary notice issued in March.
Special Waste Update Currently coming out of our recertification season Application Received January 1stthrough July 15thup more than 15% from same time period last year. No significant delays in approval or routing due to COVID that DSWM has identified although a few small mail room issues have been noted.
