Title: Working Group on Transportable Nuclear Power Plants (TNPP) Background: NEXT SLIDE Objective: Support the safe and secure transport of next generation TNPP by studying emerging designs and advising TRANSSC on the applicability of the transport regulations and of the need for regulatory amendments (special permit parameters, risk informed regulations) Functions: Quarterly virtual meetings and in person meetings at TRANSSC (with permission of TSU and TRANSSC) Membership: Working group membership is open to all experts that are nominated by their TRANSSC member or their NGO working with TRANSSC (Need to develop membership list) Scope of Work: LATER SLIDE ToR for WG (Draft) Complete The Easy Items
Background Summary of three reference documents (Borrow As Much As Possible Slide) Clarification and discussion topics WG reports to TRANSSC WG study emerging designs, advise on the applicability of the transport regulations and of the need for amendments to transport regulations TRANSSC/TSU/IAEA will be consulted regarding authority on applicability of existing regulations Security and safeguard regulations/requirements are out of scope
Background (Continued) TSU/IAEA provide follow up from items listed on the IAEA SMR webpage (https://www.iaea.org/newscenter/news/what-are-small-modular-reactors- smrs) Assessment of the level to which existing IAEA safety standards can be applied to innovative technologies was to be completed in 2022 Status and latest report from the IAEA s Technical Working Group on Small and Medium Sized or Modular Reactors (TWG-SMR) Status and latest report from the IAEA s SMR Regulators' Forum NEED TSU / TRANSSC Chair to Provide Status and Points of Contact
Scope of Work The work will involve any aspects deemed appropriate by working group and tasks referred to the working group by TRANSSC. This will include, but will not be limited to: Assessment of the transport requirements of advanced nuclear power plants. Working group will investigate transport planning underway and if transport can be conducted under existing international transport safety regulatory framework. Assessment will conclude with identification of safety barriers and gaps. Possibility of use of nuclear technology as fuel (Nuclear propulsion) to support the reduction of GHG emissions from ships. Outside of scope so working group so WG will keep abreast and will provide input/recommendations upon request. Develop a road map to address the identified gaps Transportable Nuclear Power Plants and Nuclear propulsion from transport safety perspective. Included in task #1 Working group will compile a list of fuel types planned for advanced reactors and will conduct a basic transport safety assessment for each fuel type transport. Assessment will conclude with a identification of regulatory and safety gaps. Working Group will develop a list of relevant stakeholders. Consider a mechanism for the allocation of work to TTEGs or other review committees for the appropriate coordination of tasks under this output and advise TRANSSC, accordingly. WG will submit written reports to TRANSSC. TRANSSC will take action and make assignments based on the WG report Proposals regarding the development of IAEA instruments for TNPP and nuclear propulsion and advise the Committee accordingly. WG Assessments will include these items. Assessments will be submitted to TRANSSC. TRANSSC will act as necessary.
