  4. Why do we need a Network on Regional Labour Market Monitoring? Decision-makers must recognize early on new challenges in TVET, as well as identify past and current sub-optimal developments to steer TVET as well as possible. Transparency and a common understanding of the situation is the key to this. EN RLMM has occupied itself for more than 15 years with how to best support decision-makers in evidence-based decision making. 3/19/2025 4

Shared interests, pooling and direct linkages with organisations/politics Stable and permanent access to a pool of heterogeneous experts without commercial interests Direct linkage to international organisations/politics, first hand information and feedback experiences Pooling of resources (broad and heterogenic testing of concepts and a continuous theoretical reflection from multi-disciplinary perspectives) leads to a quick and continuous further development Low cost for individual members, while providing greater outputs and outcomes Network members decide on topics to be explored and developed according to their needs and interests Our relationships are based on trust 3/19/2025 7

Recommendations for Building an ASEAN Network on TVET Monitoring and Planning Vision for an ASEAN network Establishing and Improving TVET Observatories to support evidence-based decision making and therefore, needs-based and effective development of TVET Questions to be answered: Who should become member of the network? What could be the working formats? How could the governance look like? How could the network be built up and how could sustainability be reached? 3/19/2025 9

  10. Recommendations for Building an ASEAN Network on TVET Monitoring and Planning Who should become member of the network? Selection criteria: Actors/organizations who can achieve more value through networking than if they work alone by pooling resources, to generate faster and more efficient innovative solutions and concepts based on broad testing opportunities and varying experiences as well as valuable hints and advice on changes in needs, frameworks and technologies. There is also a direct line to numerous national, regional and international experts to access suitable knowledge first hand. 3/19/2025 10

  11. Recommendations for Building an ASEAN Network on TVET Monitoring and Planning Who should become member of the network? Current und prospective TVET development and practice(main emphasis: strategic) Experts with strategic expertise in TVET planning (from relevant ministries, TVET bodies, science, ) Experts from practice of skills acquisition and prospective demands in the companies (representatives from trade associations and unions) Support of decision makers in politics (main emphasis: operative) Data providers (statistical units and offices (including PES), relevant departments and units of universities) Experts for preparing decision processes and consult decision-makers (units in 3/19/2025 ministries, agencies, consulting) 11

Steering Committee Working group(s) Conferences Steering Committee High level members representing all ASEAN states from politics/relevant ministries Defining vision, related objectives of the network and working formats, developing working program and membership rules (code of conduct) Constitution at the beginning and further on regular on conferences 3/19/2025 12

  13. Recommendations for Building an ASEAN Network on TVET Monitoring and Planning What could be working formats? Working Group(s) Members from the two groups supporting decision-makers in politics: data providers and experts supporting directly decision-making processes Exchange of suitable data/information, demands of decision-makers and modes of supporting them directly (reflection of the monitoring process, firstly state of the art assessment for observatories), if needed founding of limited subgroups for specific topics like foresight, Big Data, . Short term meetings in the beginning to build up a common knowledge base and working routines Conferences All network members (from all 4 groups) meet and bring in different perspectives 3/19/2025 exploring a single topic, could be once a year. 13

Support in the starting phase and beyond is offered by the European Network in Regional Labour Market Monitoring by Exchange with the coordinator/manager of the EN RLMM Joining the Annual Meetings of EN RLMM Organising joint events .
