  1. WHAT BEING A JOM IEC MEMBER MEANS HOW CAN WE USE JOM FUNDS

  2. WHAT IS JOM? Years ago, JOM was funded to provide operational support in which schools used funds to buy buses, school equipment, and more. The JOM program was redesigned to be a supplementary program instead of basic support program to provide special services to meet the unique specialized needs of Indian children attending public schools . JOM funds are supplementary and are not intended to take the place of Federal, state or local funds.

  3. ESTABLISHMENT OF AN INDIAN EDUCATION COMMITTEE (IEC) An IEC is elected from among the parents (including persons acting in loco parentis except school administrators or officials) of eligible Indian students enrolled in the schools affected by a JOM application (contract).

  4. BEING A JOM IEC MEMBER MEANS: To do what is best for the program and not necessarily what you want for your own child. To vote on every issue that is brought before the Committee. That you were elected by the JOM parents to represent them and their children. That you support the efforts of the JOM staff and that you will be their advocate within the school district.

  5. BEING A JOM IEC MEMBER MEANS: To listen to the concerns of students, parent, and staff and try to the best of your ability to help. That you account for every federal dollar spent within the JOM program in your school. That you will make every effort to work with the school district to implement the program design that was suggested by the communities needs assessment. That you care and want to make a difference in the lives of the students.

  6. BEING A JOM IEC MEMBER MEANS: Sometimes being a Committee Member means to look at every possible solution to a problem and be willing to accept the best solution even if it may not have been the solution you thought of. Always keep an open mind, stand united as a committee and support the staff with positive interaction.

  7. POWERS AND DUTIES OF IEC Participate fully in the planning, development, implementation and evaluation of all programs. Recommend curricula, including texts, materials, and teaching methods Approve the budget Recommend criteria for employment in the program Evaluate staff and program performance

  8. POWERS AND DUTIES OF IEC Approve and disapprove all programs to be contracted under this part. Secure a copy of the negotiated contract approved by the Indian Education Committee (IEC) Recommend to the director of the Johnson O Malley program, cancellation or suspension of a contract if the contractor fails to permit such committee to its powers and duties.

  9. POWERS AND DUTIES OF IEC Participate in contract negotiations Have access to all reports, evaluations, surveys and other program and budget related documents determined necessary by the IEC to carry out responsibilities Request periodic reports and evaluations

  10. POWERS AND DUTIES OF IEC Hear grievances related to programs in the education plan Meet regularly with professional staff Hold IE Committee meetings on a regular basis which are open to the public Have additional powers consistent with federal regulations

  11. WHAT ARE MY RESPONSIBILITIES TO THE JOM PROGRAM? Become informed Parent/guardians/in loco parentis should attend JOM meetings; should learn about the annual JOM contract funding cycle; should become aware of the need to serve Indian students as IEC leadership role; should become aware of the positive critical role parental support has on student learning.

  12. WHAT ARE MY RESPONSIBILITIES TO THE JOM PROGRAM? Become aware Observe and be aware of strengths and weaknesses of JOM program Become empowered to improve local schools servicing Indian community students Become committed to serve on the JOM IEC

  13. HOW CAN WE USE JOM FUNDS Teacher Aide/Tutors Head start/Kindergarten Enrichment Home School Coordinator Alternative Program Indian Education Committee Activities Cultural Activities Substance Abuse Counseling Career Development Counseling Educational Support Education Incentive Awards

ELIGIBLE INCENTIVE AWARDS T-Shirts (imprinted with emblems) Plaques, trophies, certificates Sports bags/back packs Jackets (for sports or club achievement(portion only)) Gift certificates Local Field Trips Door prizes Awards banquets Books Picnics, traditional meals Activities day, fun days Cultural awards/honor pow wow Cap & Gown

  15. ITEMS NOT ELIGIBLE Announcements Class Rings College class tuition (Concurrent Enrollment Fees) *Field trips for extracurricular activities that only include a select number of students and not offered to all eligible JOM students in grade level. Home School Costs Portrait Packages NO STUDENT CASH AWARDS ALLOWED
