Oklahoma DRS Oklahoma DRS RSA 2023 Monitoring RSA 2023 Monitoring The Oklahoma Department of Rehabilitation Services (DRS) was first notified about the Rehabilitation Services Administration (RSA) monitoring in November of 2022. DRS had its introductory call with RSA on January 19, 2023, where they were provided an overview of the process and what they could expect. On January 20, 2023, RSA notified DRS that they had been selected for an on-site review and gave them an initial deadline of February 27 to provide the pre-on-site documentation.   3. ORCs Role ORC s Role The Agency notified the Council about the monitoring after they received the first notification in November. After the January on-site confirmation, DRS told the Council to expect a communication from RSA regarding the requirements for its participation in the process. On March 8, 2023, the ORC Chair and the ORC Program Manager (PM) received an email from the RSA State Liaison that included: The focus areas RSA will be reviewing during the monitoring The RSA FFY23 Monitoring and Technical Assistance Guide (MTAG) OKLAHOMA REHABILITATION COUNCIL 3

RSA Monitoring focus areas RSA Monitoring focus areas The two focus areas for the monitoring were: Performance of the VR and Supported Employment programs, including how the VR agency is implementing strategies to achieve continuous improvement in competitive integrated employment outcomes; and Financial management of the VR and Supported Employment programs that support improved program management and service delivery to and outcomes for individuals with disabilities. They also included the link to the FFY 2023 Monitoring and Technical Assistance Guide (MTAG). OKLAHOMA REHABILITATION COUNCIL 5

  6. ORCs work before the meeting ORC s work before the meeting The first thing ORC did was inform DRS about the RSA email and request a meeting. We told them about our plans to accept RSA s March 20 date and scheduled a meeting with DRS for March 13, 2023. During the meeting with DRS, ORC was informed about the preparations DRS was doing for the on-site visit, and they told us about the documents they sent RSA. The ORC Chair and the PM reviewed the RSA Guide and talked about the Council s plan for the meeting. OKLAHOMA REHABILITATION COUNCIL 6

  7. ORCs meeting with RSA ORC s meeting with RSA We met via Teams, and there were four people from RSA, the ORC Chair, and the PM. However, you can invite as many Council Members as you want. RSA started the meeting by introducing their team and telling us what each person would be in charge of during the on-site visit. Then they asked us to introduce ourselves and talk about our roles in the Council. After that, they ask about: The Council s membership The Council s Strategic Plan The Council s relationship with DRS The Council s opinion on the DRS s issues/ problems/challenges OKLAHOMA REHABILITATION COUNCIL 7

  8. After the RSA meeting After the RSA meeting As a courtesy, we informed the Agency about the meeting and the topics discussed. The ORC Chair and PM participated in the DRS-RSA Pre-Monitoring Teams Meetings scheduled on April 3, 5 and 7. During these meetings, RSA went over some of the questions they had for DRS regarding the documents they received. ORC was not involved in the responses or was asked anything. ORCs role during and after the RSA ORC s role during and after the RSA visit visit The ORC Chair, PM, and the Director of Sponsored Programs attended the RSA Monitoring Entrance Meeting on May 9 and the Closing Meeting on May 11. The DRS Project Coordinator has continued to inform the Council about the communications they have received from RSA about the visit and the upcoming final report. At the time this presentation was submitted, DRS didn t know when they would receive the final report from RSA or the changes/improvements they would need to work on.
