COMMISSION 2: THEME: NATIONAL COORDINATION OF WORKER EDUCATION
Resolutions of the Commission: 2 The commission propose that the conference establish an independent representative and inclusive national coordination body to take appropriate initiatives to oversee, coordinate and provide strategic direction for worker education. This body will comprise of the three labour federations namely COSATU, FEDUSA, AND NADTU. The Name of the body should be call the Independent Worker Education Council (IWEC). The commission debated the Ditsela 2017 Worker Education Charter of Demands and resolve to adopt and task the WEC to champion the implementation of the Charter.
Resolutions of the Commission 3 In order to safeguard the independence of Worker Education, The commission resolve that the Department of Labour (DoL), the Department of Higher Education and Training (DHET), Human Resource Development Council (HRDC), LSOs, SETAs etc. will be accommodate within the cluster committee (substructure of the Independent Worker Education Council). The WEC is mandated to coordinate the process of establishing an independent National Worker Education Council (NWEC) that will in turn coordinate the process of establishing a National Worker University (NWU). The WEC should create platforms for workers to voice their expectations and aspirations and to be actively involved in education processes. Under the mandate of the NWEC, Ditsela and Worker College will work together toward the establishment of the National Worker University (NWU).
Resolutions of the Commission 4 WEC should ensure that the NWU is non sectarian. The NWU should be accessible to all workers, including workers from various sector with a particular attention to those in the informal sector. A national RPL campaign should be established and RPL considered as a key factor for accessibility. WEC should establish a collaboration with Labour Service Organisations, FET, SETAs, TVETs, and Community Colleges through the formation of cluster committees.
Resolutions of the Commission 5 The commission adopted the Ditsela Worker Charter of Demands and tasked the WEC to reflect on the strategy to meet these demands. The commission resolved that the ILO Paid Educational Leave Convention 140 on paid-time off for worker education be implemented. The Commission has noted the following challenges: - The devastating effects of the 4th industrial revolution on the working class - The effects of climate change - The lack of compliance and impact of the occupational health and safety (OHS) issues and have mandated the WEC to identify strategies to respond to these challenges .
