  3. BACKGROUND Federally Mandated Proper Time & Effort Compliance Internal Controls Method used to certify that the salary, wages and benefits charged to a federal grant are accurate. Certify actual time charges for each federal grant, cost-sharing portions of federal grants and all other activity that is not funded by a federal grant. Federal grants comprise a large part of our District s non-state funding resources. Focuses on establishing and improving a better system of internal controls. It is critical that the college remains in compliance with this federal regulation.

  4. WHO MUST COMPLETE TIME & EFFORT? Faculty and Staff Account for Time Time & Effort must account for 100% of time for federal and non-federal activities. The federal government requires time & effort reports for all faculty and staff who are compensated, in whole or in part, by federal grant, or whose efforts are used to satisfy a required or voluntary match for a federal grant.

AUDIT PROOF Verification & Certification Year-End Reconciliation Initial Budget Estimate Recording & Reporting Activity Must be signed by the employee or other individual with knowledge of employee s activity. Initial payroll costs must be reconciled prior to end of grant period or fiscal year. Accounting system must include salary and wage information based off of initial grant agreement. Must account for 100% of employee s compensated time. Accounting records must be adjusted if variance is greater than 5%. Reports must be completed monthly. Allowable Costs Salary, wage and benefit charges are only allowable if they are documented by time & effort reports.

  6. TIME & EFFORT REPORTING ON TLR Classified and Exempt Employees Only Allows for reporting of actual hours worked Does NOT affect your paycheck Monitoring reports available from the Business Office and supervisors Supervisor approval and certification Meets federal and audit requirements

  7. QUESTIONS? Please contact your grant manager with questions. Records of actual time & effort toward federally funded programs must be maintained by the Grant Manager at the program level. The Grant Manager is responsible for the federally funded program and assumed to be the responsible person who can verify the work was performed. Procedure 668 The Business Office can also provide support with T&E reporting.
