HOW DID WE GET HERE? HOW DID WE GET HERE? Timeline to date: March 2020: Covid-19 puts a halt to all in person gatherings, thus cancelling the 2020 election for Uptown Planners. April 2020: Governor orders that board members with expired terms can continue to serve on community planning groups for the time being. Jan/Feb 2021: San Diego Planning Department issues guidance for 2021 elections. Timing deemed to be unreasonable to hold a safe election in March without health risks or disenfranchising voters and candidates. March 2021(a): Operations and Outreach Committee, along with the Election Committee agree that vacating the seats will fall within bylaws to allow for an interim election to fill the remaining portion of the 2020 terms as well as the vacated 2019 term. March 2021(b): At the March Uptown Planners meeting the general understanding of how we might proceed was discussed with the intention to bring motions forward at the April meeting to move forward with both vacating 2020 seats and planning for a June election. April 2021: Presented tentative election plan to full Board and posed motions in preparation for same.
Where Do We Go From Here? Where Do We Go From Here? Hold Special Election July 6, 2021 While full online elections should be explored more fully for future use, trying to implement in midst of current circumstances at tail end of year long pandemic not feasible. Further, even dual voting (online and in person) plan wrought with questions/potential issues which cannot all be resolved in time to hold special election on July 6, 2021. Anticipated relaxation of pandemic conditions on or about 6/15/21 allow for renewed reliance on in person voting.
Election Committee Motion #1 Election Committee Motion #1 Move to have all board members currently serving in seats with terms that expired in 2020 to formally vacate those seats at the conclusion of the June 1, 2021 Uptown Board meeting.
Election Committee Motion #2 and #3 Election Committee Motion #2 and #3 Assuming passage of Motion #1, the Board will have (9) seated board members at the conclusion of its June 1, 2021 Board meeting. The Board must have at least twelve (12) members and if it has less for more than sixty (60) days, it can be considered inactive. The Bylaws require an election be held to fill vacated seats within 120 days. Accordingly, we move that the Board authorize an election to be concluded at our July 6, 2021 Uptown Planners Board meeting. We further move that the Board grant the current Election Committee discretion to draft and implement procedures to allow online and in person voter eligibility verification and for in person voting during three (3) hour windows on three dates at Joyce Beers Center with all properly verified/submitted ballots to be counted at once beginning at 7:30pm on July 6, 2021.
How Seats to be Filled The candidates who receive the seven (7) highest vote totals will fill the seats with terms expiring in March 2024 The candidate with the eighth highest vote total will fill the seat with the term expiring in March 2023
Uptown Planners Election (Vacancy Election July 6, 2021) OPTIONS - 2 Ways to Register To Provide for Maximum Voter & Candidate Participation ON LINE: Voter Registration Form is completed on screen Include upload of scanned ID and proof of residency Submit Registration Form and supporting documents to elections@uptownplannerssd.org Approved voters are then placed on a Master List and eligible voters may then cast ballots at voting station simply by showing identification. Committee will review/approve voter registration. IN PERSON: Voter registration is verified live at voting station by showing identification and appropriate residency/business documentation reflecting address within Uptown jurisdiction.
UPTOWN PLANNERS VOTER ELIGIBILITY REGISTRATION FORM All voters must submit a completed Voter Eligibility Registration Form to be received by the Election Committee via Email no later than June 23, 2021; OR at an In-Person Station during the noted times. Voter eligibility Registration is open to any person age 18 or older who is a resident, propertyowner, or who owns or operates a business within the Uptown Planning area. NOTE: You have the choice of submitting a completed Registration by email, OR by attending an in-person voting station. If you meet the noted requirements and wish to become an approved registered voter you must submit this Eligibility form together with: 1.proof of your identification such as a California driver s License, and 2.proof of your residency such as a utility bill showing your address and the same name as in the identification. You may submit these by email in the form of scans or photographs. If using email, please black out your license number and any other personal information on documents other than name and address. Alternatively, you may submit items 1 and 2 at an In-Person Station as noted below. Candidate Qualification & Registration Candidate Qualification & Registration To qualify as a candidate for the Board of Uptown Planners, a candidate must have been previously approved as candidate for March 2020 election and remain qualified to remain candidate for 2021 or provide proof that you: are a resident within the Uptown Planning area (Homeowner or Renter) own real property within the Uptown Planning area own or are a business designee within the Uptown Planning area Attended at least __________ meeting since October 2020. (A Registration Form will be posted online for any new candidates) DEADLINE TO REGISTER AS CANDIDATE FRIDAY JUNE 11, 2021

Upload all candidate statements/videos to Uptown website Finalize and print ballots. All supplies necessary for in person voting station Create ballot box sealed on all edges with white duct tape signed with marker by at least two members of Election Committee
CANDIDATE STATEMENTS CANDIDATE STATEMENTS May submit one (1) Candidate Statement in either video or written form. Written Candidate Statement: Can include one photograph headshot and a written statement not to exceed 150 words and should be submitted in Word or pdf format to elections@uptownplannerssd.org Video Candidate Statement: Can be no more than 90 seconds in length. Upload to YouTube or Vimeo. Can also submit an audio or TikTok. Once uploaded, share the link to gail.friedt@gmail.com Candidate Statements must be received no later than 5:00pm on June 14, 2021
