  4. FEDERAL-LEVEL COMMUNICATIONS

  5. Communication from CDC The Centers for Disease Control and Prevention (CDC) made the following recommendations for employers when it comes to the use of antibody test results: o Antibody test results should not be used to determine if someone can return to work. o Antibody test results should not be used to group people together in settings such as schools, dormitories, and correctional facilities. The CDC also recently released the following resources and recommendations to help prevent and stop the spread of COVID-19. o Personal and Social Activities o CDC Social Media Toolkit o Considerations for Events and Gatherings

  6. STATE-LEVEL COMMUNICATIONS

  7. From the Governor New Executive Order Gov. Kemp signed an executive order updating Georgia's COVID-19 procedures and guidelines. Lifts the shelter in place order for most residents over 65 unless they are considered "medically fragile." Increases the gathering size to fifty people without social distancing guidelines. (Larger gatherings are required to space participants at least six feet apart.) Requires high school and collegiate teams to follow the guidelines of their applicable conferences or associations. Allows conventions to occur after July 1 if they meet 21-specific requirements and allows live performance venues to begin reopening. o o o o o Assessment Waiver Request for the 2020-2021 School Year Governor Kemp and GaDOE released a joint statement announcing the state s intent to apply to the US Dept. of Education for a 2020-21 assessment waiver. Given the ongoing challenges posed by the pandemic and the resulting state budget reductions, it would be counterproductive to continue with high-stakes testing for the 2020-2021 school year. In anticipation of a return to in-person instruction this fall, we believe schools focus should be on remediation, growth, and the safety of students . . . . . .Georgia will submit a waiver to the U.S. Department of Education for the suspension of the 2020-21 Georgia Milestones assessment and CCRPI school and district rating. To our knowledge, Georgia is the first state in the nation to make this announcement for the upcoming school year. Additionally, effective immediately, the Georgia Department of Education is suspending the teacher evaluation (TKES) summative rating for 2020-21. o

  8. GaDOE School Security Grant Funds Extension o Because of hardships resulting from the COVID-19 pandemic, the Georgia Department of Education has received permission to extend the use and reimbursement of the AFY19 School Security Grant funds. o The new deadline by which AFY19 School Security Grant funds must be utilized is October 30, 2020. o Local school systems will be required to submit their reimbursement requests to GaDOE no later than Wednesday, September 30. o Please coordinate with your district if you need to take advantage of this extension.

GaDOE (2020 CCRPI) There will be no 2020 CCRPI report since assessment requirements were waived by the U.S. Dept. of Ed. for the 2019-2020 school year; however, a few data collection and reporting requirements must still be completed (calculating graduation rates, matching available assessments for future CCRPI reports, and collecting ACCESS non-participation reasons for Title III). To complete these requirements, GaDOE will still have Assessment Matching, Non- Participation, Summer Graduate, and Cohort Withdrawal Update application windows this summer. Below you will find the timelines for these activities along with training webinar dates and links. SCSC (Virtual Training Sessions) LEA Reporting Training Audience: School Leaders, Data Reporting Staff July 15, 2020 Held Virtually Training Goal: Familiarize state charter school leaders with MyGaDOE and its applications ahead of the GaDOE Data Collections Conference in August. Training Focus: Ensuring appropriate staff members are credentialed and able to access MyGaDOE and that attendees GUIDE and are prepared to report critical components in the Data Collections applications. This half-day training is required for Year Zero (pre-operational) state charter school superintendents, principals, administrators, and data reporting personnel. Operational state charter school leaders and data reporting personnel who would like additional training on data reporting are also encouraged to attend. Assessment Coordinators Training Audience: Testing Coordinators July 23, 2020 Held Virtually Training Goal: In preparation for Milestones testing, the Assessment and Accountability Division of GaDOE will be holding an Assessment Coordinators training for SCSC schools. Training Focus: Completing Irregularity Forms Submitting documentation (i.e., superintendent s certification) Creating assessment calendars for the year Test security Accommodations Student Assessment Handbook Planning for the upcoming school year o o o o o o o Sign up here for this training. Policy & Advocacy: 2020 GCSA Legislation HB 957 (Speaker Pro-Tem Jan Jones) -- View GCSA Summary [PASSED] Clarifies that state charter schools are eligible to participate in SHBP; Allows charter schs to require proof of residency at time of lottery OR time of enrollment; Extends the SCSC Commissioner terms from 2 to 4 years and addresses issues related to the stewardship of student records in state charters; Shifts the deadline for required virtual school performance audits from Dec 1 to Apr 1 to incorporate updated academic data. HB 755 (Rep. Dave Belton) View GCSA Summary [In Senate Ed. Comm. Today] Promotes increased financial transparency between local districts and locally approved charter schools by requiring districts to provide annual allotment sheets itemizing the state, local, and federal funds to be provided to the school in a given fiscal year. Appropriations Item Facility Grant Funding View GCSA Fact Sheet Cut has been reduced from 57% to 21% (our advocacy efforts are having an impact!), but a 21% reduction is still not equitable. We need you! If you missed GCSA s Phone-2-Action text last week, please contact your legislators to ensure any cut to the charter facility grant is a proportionate one! Agency-Level Policy Collaboration GCSA worked with the SPC to ensure charter schools could access unused state facilities.

Policy & Advocacy: 2021 Policy Cycle SUMMER: Survey schools to identify issues in need of resolution and develop policy agenda [THIS LOOKS DIFFERENT THIS YEAR] FALL: Vet agenda with policymakers, get GCSA board approval, identify/meet with bill sponsors WINTER: Legislature in session January-April SPRING: Communicate legislative and policy changes to schools. Upcoming Events (Post-Legislative Session) Webinar with member schools to review important legislative changes and the impact of those changes on charter schools.   18. Preparing for Fall COVID-19 Related Learning Loss RedefinED Atlanta and Learn4Life commissioned a new study by EmpowerK12 focusing on student learning loss resulting from the COVID-19 crisis. The report estimates that out of roughly 600,000 students in eight metro districts, about 21,000 fewer students are now on track for their grade level in English and 29,000 fewer students are on track in math. Potential Re-Opening Models Atlanta Public Schools is hosting virtual town halls to gather feedback on three potential scenarios for reopening schools: virtual, traditional, or a hybrid of both. The next town hall discussion is scheduled for June 22 (TODAY) at 6 p.m., in Spanish and English, on Facebook Live. The Southern Regional Education Board (SREB) s Education Recovery Task Force has developed "K-12 Recovery Playbook in Progress: Considering Strategies for Reopening Schools." Digital Divide The Metro Atlanta Chamber of Commerce and the GPEE hosted "Conversations With School Superintendents: Online Learning & Digital Divide," a panel discussion with metro area superintendents focused on how connectivity and access are hampering online learning. The panel also examined steps school superintendents are taking to adjust learning for the summer and fall. High School Athletics The Georgia High School Association (GHSA) released initial guidance on returning to conditioning and additional requirements and recommendations on group size and sanitation. o o o o o o

  20. #GACharterStrong: Weekly Highlight Three Cheers for Students at Brookhaven Innovation Academy! Israel Smith, a sixth grader at BIA, channeled his anxiety about the pandemic into designing a video game for his coding class assignment. Smith redesigned the cellphone game Space Impact for a new battle: fighting COVID-19. His goal: help combat the stress kids might experience from being inundated with bad news and the loneliness they might feel from being separated from their friends. See the AJC story here. Dr. Otho Tucker, CEO at LOA, created a short informational video about a new kiosk the school installed to conduct temperature checks of anyone entering the facility. The kiosk also scans faces to quickly identify if someone is a visitor, student, or staff member. View the video here, and feel free to contact Dr. Tucker for more information.
