INTRODUCTION Zambia has successfully undertaken Census exercises since independence in 1964 The 2021 Census will be the 6th of Censuses undertaken at 10 year intervals, others were undertaken as follows: 1. 1969 4,054,995 2. 1980 - 5,661,801 3. 1990 7,383,097 4. 2000 9,885,591 5. 2010 13,092,666
STATUSOFTHENEXTCENSUSOFPOPULATIONANDHOUSING Pre-census Activities Questionnaire Adaptation (Questionnaire design and content, pre-tests, User Consultations), August 2018-December 2019 Cartographic Mapping, January 2019- September 2020 Pilot census, November-December 2020 Various IT activities including questionnaire programming, 2019-? Census campaign Publicity, January 2019-? Procurements equipment, supplies, hardware and software, 2019-? Main Census Activities ? Post Census Activities ?
IMPACTOFCOVID-19ONTHECENSUSPREPARATIONS Pre-census Activities Census Committees couldn t meet on a regular basis due to Covid-19 (Planning was disturbed) Cartographic Mapping o The pandemic led to increase in the budget for the exercise as PPEs had to be purchased o It also led to delays in completing the field work o The EA re-demarcation exercise has been delayed Pilot census o The cost of the exercise was affected due to the inclusion of PPEs on the budget Census was postponed to a date yet to be decided
COVID-19 MITIGATION MEASURES PUT IN PLACE DURING THE CENSUS PREPARATIONS Partnership and Collaborative Efforts: o The Agency collaborated with the Ministry of Health (Zambia National Public Health Institute) and the Ministry of Local Government to ensure fumigation of training facilities, pre-screening, daily screening of participants and certification of the premises is done. The Agency followed the recommended sitting arrangement of 2 metre spacing during trainings Washing and sanitizing facilities: All training venues had adequate hand washing facilities with sanitizers positioned in strategic places during the course of the training period. COVID-19 MITIGATION MEASURES PUT IN PLACE DURING THE CENSUS PREPARATIONS Quarantine measures for all staff testing positive: In-field Canvassing (Mapping and Pilot Census) o Enumerators were required to observe physical distancing at the time of collecting data from households. o All interviews were conducted from outside respondents homes and a two metre distance from the respondent was observed. Publicity o Virtual sensitization of key stakeholders and the general public was conducted. o Mobile vans with PA system were also used for sensitization.
PLANS FOR ASSESSMENT OF DATA QUALITY FOR CENSUS UNDERTAKING DURING THE COVID-19 PANDEMIC Response rates are likely to be affected as people avoid/fear exposure during the face-to- face interviews that will be conducted. o Strengthened sensitization of respondents will help improve receptivity at community level o Interviewers must have appropriate Covid-19 attire to instill confidence in the respondents o Intensify reporting and monitoring field work progress so that non-responses and errors are caught while still in the field o Strengthening the feedback system between the data center (office) and interviewers so that non-responses and other errors are corrected while still in the field
