  10. Phase 0: Planning & Acquisition A split procurement approach was used to evaluate software capabilities and implementation services on their own merits. IMPLEMENTATION SERVICES RFP SOFTWARE RFP Two Request for Proposals (RFP) were released, and all qualifying prospective vendors went through a vigorous evaluation process. Infor CloudSuite Public Sector was selected as the Luma software provider. Deloitte Consulting LLP was selected for implementation services.
