  2. SBOE Principles of School Turnaround STUDENT FOCUS Elevating the needs of students who are enrolled in chronically underperforming schools as the primary focus. SUBSIDIARITY Local level actions should be encouraged and supported if the willingness and capacity to act is evident. DIRECT INTERVENTION The SBOE is legally charged with direct intervention after years of unsuccessful attempts and investment of millions of dollars.

  3. Funding to Support Turnaround Academies IC 20-31-9.5-3 gives SBOE authority to determine the amounts of state tuition support and federal funds that are necessary to fund options for school improvement

Shifting the Support Model Key Considerations School Turnaround is a dynamic activity that requires an unwavering focus on outcomes and flexibility with process Shifting SBOE focus from school-specific to systems-level transformation requires rethinking of other systems/structures Maximizing operator autonomy will enhance the likelihood of sustainability as grant funds gradually decrease

Timeline & Next Steps MONTH ACTIVITY IDOE & SBOE collaborate on 17/18 Federal 1003 SIG funding for Turnaround Academies MAY SBOE approves joint staff recommendation Align performance metrics so each school only has one set of performance metrics JUNE Schools submit school-specific grant applications in accordance with ESEA to IDOE/SBOE by June 30 IDOE/SBOE reviews applications and IDOE issues grant awards once each application is approved JULY Schools will be able to reimburse back to July 1

  7. SBOE Staff Recommendation 1. Approve $6,797,892 of federal 1003 SIG funds to support Turnaround Academies in 17/18. 2. Designate school-specific amounts to support single-school interventions (Innovation Network) 3. Approve district/operator allocation to support multi-school intervention models 4. Require Turnaround Academies to submit grant applications for each individual school based on the timeline presented today
