Temporary Visitors Driver s Licenses (TVDL)
What is a TVDL? On January 27, 2013, Governor Pat Quinn signed into law SB 957, which allows any immigrant who cannot get a Social Security number to get a Temporary Visitor s Driver s License (TVDL) to drive legally.
What is a TVDL? TVDLs are currently available to some visa holders (visitors, students, relatives of foreign workers) who cannot get Social Security numbers. SB 957 makes TVDLs available to undocumented immigrants who also cannot get Social Security numbers.
What is a TVDL? TVDLs are visually different from regular licenses and are Not Valid for Identification.
What does Not Valid for Identification mean? A TVDL is not valid for federal identification purposes, and such cannot be used to: Vote Buy arms Board a plane Enter federal buildings Other institutions, such as hospitals and first responders, can use TVDL as identification.
Why TVDLs instead of regular licenses? Under federal law, driving documents for undocumented immigrants must be visually different and must be marked as not valid for identification. TVDLs, which are already issued to some people with legal status, already comply with this law, but do not mark people as undocumented.
Qualifications Must have a valid passport or consular ID Must have lived in Illinois at least 1 year Must produce any other required documents Must pass vision, written, and driving tests Must show proof of insurance for vehicle Must pay $30 fee
When will TVDLs be available? SB 957 took effect on November 28, 2013 10 months after Gov. Quinn signed it. The Secretary of State (SOS) is implementing this law gradually, starting in December and rolling out to 36 facilities by January 2014.

What is the process? Applicants need to make appointments by phone (855-236-1155) or online (www.cyberdriveillinois.com).
What is the process? When making appointments online, be sure to confirm the appointment (click through until you get to the screen on the right) otherwise you will not have actually made an appointment. ?
What is the process? At the appointment, applicants will provide all documents, get photographed, and take their tests. SOS will not issue TVDLs on the same day; it will review all documents and run a facial scan of the photograph. If SOS approves the application, it will send the TVDL by mail.

Documents- 1 year of Illinois residence TVDL applicants must fill out a Verification of Residency form listing their addresses during the past 12 months. SOS is NOT asking for names and contact information for property owners or managers.
What if I have a prior driving record? TVDL applicants need to finish serving any suspensions for previous violations, including driving without a license. Suspensions start when SOS created the record of the violation NOT when the applicant applies for a TVDL. In most cases, the suspension will already be over before the person applies.
What if I had a DUI? You have to finish your suspension and pay all your tickets associated with your arrest. After you have completed these steps you will have to go to the Secretary of State to begin the reinstallation process and then apply for a TVDL.
What if I used a fake name or Social Security number to get a license? TVDL applicants will be matched (through facial scans) with their previous records. They will need to serve a twelve-month suspension before they can get a TVDL. Anyone interested in a TVDL can come forward NOW to start their 12-month suspension BUT be aware of possible immigration consequences if your previous fraud is disclosed.
Whatif the police pull me over? TVDLs can be used as bond in a traffic stop. The officer should write you a ticket for your violation and let you go without arresting you. TVDLs are valid ONLY IF the driver has proof of insurance for the vehicle. If you do not prove you have insurance, you can be ticketed for driving without a license.
Will the police know if someone with a TVDL is undocumented? TVDLs are available to both documented visa holders and immigrants without visas. The police cannot assume that you are undocumented because you have a TVDL. ICIRR Family Support Hotline: 1-855-435-7693
Know Your Rights With Police WHAT TO DO WHAT NOT TO DO DO tell the police your name BUT NOTHING ELSE DON T LIE. Tell the police you want to remain silent. DON T give explanations, excuses, or stories. DON T SIGN any document if you don t know what it is. DON T DISCUSS your citizenship or immigration status with anyone other than your lawyer DON Thave any objects hanging from your rearview mirror. It may provide a pretext to pull you over DO tell the police you want to remain silent and want to talk to a lawyer. They should stop questioning you after that. If the POLICE arrest you: DO ask if you can park your car in a safe place or have a licensed driver take it away, to avoid towing or impoundment fees. MEMORIZE phone numbers for three family members or friends who you can call. If you feel you have been discriminated by the Police take down the officers badge number
Watch out for notarios/fraudsters! Notarios and other scam artists are already claiming to help people get TVDLs. Only SOS can issue TVDLs. No one needs to help you get an appointment. TVDLs cost only $30 no additional fees are necessary. All SOS materials are free DON T get ripped off by scam artists!!
