Status of UK civil nuclear sector Industry responsibly pared back non essential operations during early stages of pandemic No impact on UK s NPP units during the pandemic, although some load reduction unrelated to the pandemic Sellafield placed in largely quiescent state insofar as practicable, given some legacy facilities require ongoing manning and utilities to sustain nuclear safety 4 direct COVID-related fatalities in the sector A peak absence of 18-20% across the sector (now around 5%), directly relating to suspected COVID 19 illness and isolation due to household illness Statement issued to DDG Lentijo in late April Recovery Preparedness Report 29 May 2020
ONR Covid-19 Recovery Plan Phase 1: Respond Phase 2: Restore Phase 4: Resume Phase 3: Recover All staff work from home other than for essential business reasons Predominantly remote regulation limited on-site presence (by exception) Increased office working where necessary to support business activities Control measures to ensure COVID-19 secure environment - restricted office capacity, managed return based on individual risk / vulnerability Enhanced support to those continuing to work from home Re-establishing regulation within new normal balanced portfolio of onsite compliance inspections; inspections to enable permissioning decisions and drive improvements Inspections to monitor dutyholder vigilance and preparedness for second peak of COVID-19 Progressive reinstatement of face-to-face contact with dutyholders All staff work from home other than for essential business reasons Targeted re-engagement remote inspection, reinstatement of limited site based inspection including inspection of social distancing where it coincides with nuclear safety & security Remote assessment & permissioning activity Site based investigations where necessary COVID-19 control measures no longer needed - vaccinations if available Long-term new ways of working implemented Strengthened preparedness for future pandemic Restore regulation to a 'new normal' - Normalised on site activities and routine but heightened focus on industry's sustained pandemic preparedness Pandemic Phase Transition Phase Inter-pandemic Phase
Recovery Principles To guide ONR s recovery, we will follow the following principles: We will protect people s health, safety and wellbeing as far as reasonably practicable; We will align our recovery plans to those of our dutyholders, other regulators and government wherever possible; We will work collectively to ensure a coordinated, efficient recovery; We will be inclusive, engaging our staff, dutyholders and stakeholders as we adapt to change; We will be responsive to the changing nature of the pandemic; and We will take a careful and informed approach based on the best known available information.
