Immigration measures for people affected by the situation in Ukraine As part of the Government of Canada s response to Russia s full-scale invasion of Ukraine, Immigration, Refugees and Citizenship Canada (IRCC) is introducing new immigration streams for Ukrainians who want to come to Canada temporarily or permanently. For Ukrainians who want to come to Canada temporarily: Canada-Ukraine Authorization for Emergency Travel, (CUAET) available for individuals fleeing Ukraine. There will be no limit to the number of Ukrainians who can apply. This is the fastest, safest, and most efficient way for Ukrainians to come to Canada and eliminates many of the normal visa requirements. All Ukrainian nationals will be able to apply through this new path, and, pending background check and security screening, their stay in Canada could be extended by at least 2 years.
Immigration measures for people affected by the situation in Ukraine Some immediate and extended family members of Canadian citizens and permanent residents may want to start a new life in Canada. For these families, IRCC will quickly implement a special family reunification sponsorship pathway for permanent residence. All Ukrainians who come to Canada as part of these measures will be eligible to apply for open work permits, making it easier for employers to quickly hire Ukrainian nationals. IRCC will issue open work permits to Ukrainian visitors, workers and students who are currently in Canada and cannot safely go home. Ukrainians are encouraged to apply for a 3-year open work permit at the same time of visa application
Additional Immigration Support for Those Affected by the Situation in Ukraine IRCC established a dedicated service channel for Ukraine immigration enquiries available for clients both in Canada and abroad at 613-321-4243, with collect calls accepted. Clients can add the keyword Ukraine2022 to the IRCC crisis web form with their enquiry and it will be prioritized: (https://secure.cic.gc.ca/clientcontact/en/crisis)
Additional Immigration Support for Those Affected by the Situation in Ukraine The Minister of Immigration, Refugees and Citizenship has issued a class- based national interest exemption to allow unvaccinated and partially vaccinated Ukrainian nationals who hold a temporary resident visa or permit to enter Canada. It also applies to people who are vaccinated with vaccines not currently recognized by Canada. However, these individuals will be subject to all other public health requirements to protect the health of Canadians. Financial Relief for Applicants: The Federal Government will waive fees, retroactive to February 22, 2022, for certain travel and immigration documents. (Canadian passports, PR travel documents, proofs of citizenship, visitor visas, work and study permits.)
Additional Immigration Support for Those Affected by the Situation in Ukraine IRCC has increased operational readiness in Europe, including relocating staff and moving additional supplies and equipment, such as mobile biometric collection kits, in anticipation of an increased volume of requests. It is also adjusting operations in offices across our global network to ensure service continuity for Ukraine. The Canada Border Services Agency (CBSA) has an administrative deferral of removals (ADR) in place for Ukraine. An ADR is a temporary measure that can delay a removal order that would normally require a person to leave Canada immediately. Those who are not allowed in Canada for security reasons or on grounds of criminality, international or human rights violations, or organized crime can still be removed despite the ADR.
Additional Immigration Support for Those Affected by the Situation in Ukraine IRCC is prioritizing and urgently processing travel documents for Canadians, permanent residents, and their immediate family members, including issuing single-journey travel documents for immediate family members who do not have valid passports. Many of these documents are issued within 24 hours. IRCC is prioritizing the renewal of work and study permits, so Ukrainians currently in Canada can extend their stay in Canada. All IRCC visa application centres (VACs) in Ukraine are closed to the public as of February 24, 2022 until further notice.
Additional Immigration Support for Those Affected by the Situation in Ukraine The Immigration and Refugee Board of Canada (IRB) is monitoring the current crisis in Ukraine. As a result of unfolding events, it is taking measures to prioritize files that are pending as of March 1, 2022, for individuals from Ukraine including refugee claims and appeals before the Refugee Protection Division and Refugee Appeal Division and family sponsorship appeals before the Immigration Appeal Division. Anyone with other pending matters currently before the IRB that they believe should be prioritized under these measures should contact the IRB registry.
Additional Immigration Support for Those Affected by the Situation in Ukraine The Government of Canada is also calling on employers who wish to support Ukrainians with offers of employment to register these offers on Job Bank s Jobs for Ukraine webpage. https://www.jobbank.gc.ca/report_note.do?cid=18538
Additional Immigration Support for Those Affected by the Situation in Ukraine, Quebec measures The Quebec government announced similar measures. Although the federal government has the final say on which foreign nationals get to enter the country, Quebec operates its own immigration program and has more autonomy over immigration than any other provinces. The Quebec government will allow Ukrainian nationals residing in the province to sponsor their extended family. The province will also speed up the processing of applications for temporary foreign workers and international students from Ukraine. The open work permit Canada announced for Ukrainian nationals will also be valid in Quebec. Ukrainian nationals will be able to receive support from 95 settlement and integration services, which include housing, registration of children into school, French courses, job integration and other provincial services.
Canada temporarily suspends operations in Ukraine Due to the rapidly deteriorating security situation, the Canadian Embassy in Ukraine has temporarily suspended its operations. Canadians in need of consular assistance in Ukraine should contact Global Affairs Canada s 24/7 Emergency Watch and Response Centre in Ottawa at the website: https://travel.gc.ca/assistance/emergency-assistance
Ukrainian nationals who are not fully vaccinated Ukrainian nationals can enter Canada if they are not fully vaccinated and have a: temporary resident visa (visitor visa) temporary resident permit or written notice of approval for an application for permanent residence in Canada This also applies if the received vaccine isn t currently recognized by Canada. However, they must still need to meet all other public health requirements, such as quarantine and testing (including a COVID test before boarding your flight).
