  1. DEFINING TERMS PEOPLE ON THE MOVE

  2. Fears being persecuted; Left their country; Unable to safely return to their country.

  3. Says that they are a Refugee; Wants to find safety somewhere else; Has asked the Government of the country if they can stay.

  4. Has fled their home, e.g. due to civil war; Has not crossed international borders; Their protection remains the responsibility of their government.

  5. Moves from one country to another, e.g. to find work with legal permission

  7. The principle of not returning someone to a place where his life or liberty is threatened. This principle is a cornerstone of the protections for refugees in the Refugee Convention.

  8. Recognised as a refugee by UNHCR is moved from one country to another, usually from a poor country in which the refugee is living in very difficult circumstances to a rich country.
