The civil registry defined by the United Nations as follows: Continuous registration, permanent and compulsory, and universal occurrence and characteristics of events vital (live births and deaths, fetal deaths, marriages and divorces) and events and other civil cases related to population as stipulated by decree or law or regulation, and in accordance with legal requirements in each country The system creates a permanent record of each event and has two main uses: First, records of legal documents required by the citizens as a sign of personal events. Second, the data derived from these records form the basis for the vital statistical system of the country.
United Nations recommended the registration of a number of vital events that should be in the civil registry system. Some countries did not have the need to record all events and some of them did not have the ability to registration or publication. The registration of births, deaths and births dead are given priority, and the lowest priority to marriage, divorce, and less priority to sign nullity, judicial separation issues, adoption, and others.
In Iraq, start recording the vital events after the country's independence in 1921. In 1924, all vital events were recorded in accordance with national law. -Rating score was (72%), which mentioned that the system is effective but needs to be strengthened in some of its components. - In 2012 rapid assessment was conducted to the same subject of recommendations by the World Health Organization as part of the activity for all countries in the Eastern Mediterranean region. - The outcome of the assessment approach (77%) and in the light of these results there were recommendations to conduct a comprehensive assessment of the subject.
