  4. ESSER Reporting Requirements The CARES Act requires LEAs that receive ESSER funds to report specific information regarding expenses. Section 15011(b)(2), requires recipients of CARES Act funds to report: Total amount of funds expended Detailed list of all projects or activities supported with CARES Act funds Amount spent or obligated for each project and/or activity Information on subcontracts or subgrants awarded Estimated number of jobs created or retained with ESSER funds Method used for distance learning if ESSER funds used Types of home Internet services provided if ESSER funds used Percent of students provided with technology devices using ESSER funds

  5. How North Dakota Will Address North Dakota will collect information on ESSER spending using the following two methods: Reimbursement claims via WebGrants Quarterly reports via WebGrants

  6. Reimbursement Claims Via WebGrants Each time a district submits a reimbursement claim, they must: Upload a copy of a detailed local accounting ledger Submit supporting documentation (e.g., invoices/receipts)

  7. Quarterly Reports Via WebGrants 1) Reporting Period 2) Allowable Uses of Funds 3) Total ESSER Funds Spent 4) Subgrants Awarded 5) FTEs Created or Retained 6) Student Participation & Engagement 7) Internet Access 8) Student Devices

  8. Cooperative Agreements and Non- public Schools The district serving as the fiscal agent will need to maintain control of the ESSER funds for cooperative agreements and for non-public schools. Only the district serving as the fiscal agent will complete the ESSER Quarterly Reports. Districts will need to work closely with cooperative agreements and non-public schools to collect data for inclusion into the fiscal agent s Quarterly Report.

Revising ESSER Use of Funds Districts can revise how they are using their ESSER funds at any time Districts must simply ensure that they are spending the funds on allowable activities as outlined in Appendix B - LEA Use of Funds Districts do not need to amend their original ESSER application Districts would simply indicate the revised ways they are spending the funds on the ESSER Quarterly Report

Next Steps Critical for all districts to submit first Quarterly Report by August 11, 2020 Second Quarterly Report is due on October 8, 2020 Once all funds are claimed Quarterly reporting requirements are complete Districts have until September 30, 2022 to spend ESSER funds Full Transparency NDDPI must: Within 30 days after each quarter, make information in quarterly reports available on the NDDPI website Submit reports to the USED First report due on January 29, 2021 reflecting 3-13-20 to 9-30-20

Forthcoming Federal Legislation Outlook is favorable for another relief package Currently, three bills are being discussed HEROES Act CCCERA Act HEALS Act All three bills: Provide significant funding for K-12 education Would add dollars to ESSER allocation Have similar uses of funds (cleaning supplies/distance learning)
