Program Descriptions The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. On June 22, 2022, HUD released a Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) to target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness and homelessness in rural areas. Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches -- grounded in Housing First and public health principles -- to reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. 2

Providing Assistance on Tribal Lands. Involving a Broad Array of Stakeholders in the CoC s Efforts to Reduce Homelessness. Advancing Equity. Use a Housing First approach. 5

TX-601 CoC Priorities All HUD priorities and: Dedicated PSH that is Sponsor-Based or Project-Based Projects to serve people with mental illness or substance use who cannot safely live in a normal apartment (SRO PSH, RRH, or Joint TH-RRH) Rapid Rehousing Geographic Distribution Individuals experiencing unsheltered homelessness within the TX-601 area. Projects that serve people with criminal records, sex offenders, behavioral health disorders 6

CoC Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs Plan Principles Funding will be designated to assist families and individuals currently experiencing homelessness who are unsheltered. Focusing on Permanent Supportive Housing Coordinated Entry HMIS Planning 7

  8. Special NOFO Funding Structure Based on CoC score the highest scoring CoC will have its rated and ranked projects that pass thresholds as of this NOFO conditionally selected for funding. HUD will select projects in this manner until no more funds are available. Tiered Funding Structure Ranking Policy HUD will continue to require Collaborative Applicants to rank all new & renewal projects into 2 tiers LOCAL POLICIES TX-601 Local Ranking Policy TX-601 Reallocation Policy 8

  9. Tiered Funding Structure for CoC NOFO Tier 1 TX-601: $14,673,664 Tier 2 TX-601: $2,092,777 (CoC Bonus- $772,298. CoC DV Bonus- $1,320,479) Funding Available through Special NOFO TX-601 is eligible for $13,204,789 (0ver 3 years/$4,401,596 annual). 9

  12. Ranking Workgroup Community members of diverse backgrounds. People from organizations that do not receive CoC funds. People with lived experience of homelessness. Ranking Workgroup will review and score new and renewal projects for CoC funding and Special Competition. 12

Final Ranking Approach The following priorities, in no particular order, will help guide development of a final ranking approach: The CoC may seek to preserve low-ranking projects at risk of losing funding where those projects represent the only CoC Program funding in their communities The CoC may seek to preserve low-ranking Permanent Housing (PH) projects at risk of losing funding where those projects represent the only CoC Program funded PH in their communities. The CoC may prioritize projects that have demonstrated the use of Housing First practices The CoC may consider reducing funding requests for the lowest ranked projects as a means to preserve funding for higher ranked projects, if needed, and keeping in line with other priorities The CoC may consider ranking new projects higher than some renewal projects, where the CoC believes doing so will better help the CoC meet the ranking goal outlined above. 13
