Household Economy Analysis The Household Economy Analysis (HEA) is a livelihoods-based framework founded on the analysis of: How people in different social and economic circumstances get the food and cash they need; Their assets, the opportunities available to them, and the constraints they face; The options open to them at times of crisis.

  3. HEA - construct Different types of HEA products: Baselines (most comprehensive) Rapid HEA Livelihood zones (maps) HEA scenario or outcome analysis 4

  4. HEA - construct A baseline assessment has three components: Livelihood zoning Wealth breakdown Analysis of livelihood strategies for each of the identified wealth groups 5

  5. HEA - construct Outcome analysis requires: Evidence on e.g. production and market prices to feed into problem specification Baseline or rapid HEA 6

HEA - construct Outcome analysis, conducted in LIAS (Livelihoods Impact Analysis Spreadsheet) or Dashboard, produces the share of households with survival or livelihood protection deficits Two thresholds: Survival threshold = most basic of needs, including minimum food energy requirements (kilo-calories) Livelihood protection threshold = survival threshold and additional expenditures needed to maintain and to invest in livelihoods 7

HEA - limitations HEA outcome data often not available: baselines might be old or partial, or outcome analysis is not run Quality of HEA data often an issue: highly affected by quality of data feeding into problem specification Analysis capacity restricted: limited amount of people know how to operate HEA databases and LIAS
