  4. Legislative Authority Public Law 106-169 established the John H. Chafee Foster Care Independence Program (CFCIP) at section 477 of the Social Security Act, providing States with flexible funding to carry out programs that assist youth in making the transition from foster care to self-sufficiency. The law also requires the Administration for Children and Families (ACF) to develop a data collection system to track the independent living services States provide to youth and develop outcome measures that may be used to assess States' performance in operating their independent living programs.

  5. What does this mean for North Carolina ? North Carolina is required to administer the NYTD survey to cohorts of youth at ages 17 (Baseline), 19 and 21 (Follow-Up). Review periods are: 10-1 thru 03-31, and 04-1 thru 9-30 (surveys are conducted 2x yearly). Counties who have youth eligible to participate in the survey receive notification from the state via email.

  6. How are counties notified ? Counties are notified via email through list serve (general email)- occurs monthly Counties with eligible youth receive a separate email with detailed information on participants. Counties receive monthly updates of progress during LINK UP calls. Ongoing communication between state and counties as surveys are completed via email and telephone calls.

  7. Outcomes Measured Services Reviewed: Academic Supports, Career Preparation, Budgeting, Mentoring, Health Education, Housing Education, Financial Assistance. Outcomes including: Financial Self Sufficiency, Educational Attainment, Homelessness, High-Risk Behaviors, Connections with Adults, Access to Health Insurance. Demographics: Date of Birth, Sex, Race and Ethnicity, Foster Care Status, Tribal Membership, Delinquency, Education Level

  8. Benchmark for NYTD 2022A Public Law 106-169 established the John H. Chafee Foster Care Independence Program at section 477 of the Social Security Act which was amended by the Family First Prevention Services Act of 2018 (Public Law 115-123). This law requires and sets the benchmark for NYTD data collection for states. The Benchmark set for NYTD 2022A ( 10/1/2021 thru 03/31/2022) is 80% *Deadline to submit NYTD Surveys is 03/18/2022. *Office hours were on February 18, 2022, and are scheduled for March 18, 2022, to provide additional technical assistance.

Benchmark for NYTD 2021B (prior cohort) The Required Response Rate for the period of 4/1/2021 thru 9/30/2021: At Least 60% (Per ACF guidelines) The State Achieved Response Rate for the period of 4/1/2021 thru 9/30/2021 : 34.1% Current initiatives to notify counties to work towards locating eligible participants: Made verbal contact with counties to verify receipt of initial email and provide support Provides weekly updates on the states progress towards reaching it goal Provides ongoing assistance to local DSS via email and/or through verbal contact. Notified Counties via email

  10. How to submit Completed NYTD 2021B Surveys Previous Cohort 3/31/21-9/30/21 Engage the survey-eligible young people and invite them to complete the survey. Eligible young adults may complete the survey in the following ways: A. Online via this link: https://surveymax.dhhs.state.nc.us/TakeSurvey.aspx?SurveyID=92MKm962 ID needed to complete the survey online is the CNDS number B. Email completed surveys via this link: dss.nytd.info@dhhs.nc.gov or C. Via their worker who completes the survey utilizing the above options. *Entering a survey in the wrong online application will cause the survey to be rejected.
