  3. P-EBT Distribution Authorized by the American Rescue Act of 2021 States submit their distribution plan to USDA for approval School Year P-EBT; Summer P-EBT; Child Care P-EBT Distributed directly to parents via State Benefit Cards 3

School Eligibility Only schools participating in School Breakfast/Lunch Program Schools on the program only in 21 -22 are eligible for that year (Including summer) Schools operating under CEP or Provision 2 All students are eligible Regardless of Verified Eligibility Ratio All other schools Only children that participated as Free & Reduced are eligible A Schools participation in SSO (during 2021 -2022) does not confer CEP 5

Benefit Options School Year 2021 - 2022 Benefits Complicated Process Schools need to have had remote learning or school closures due to COVID-19 Attendance information needs to be provided for each child by month Parents will need to sign up online and attest to the days each child was absent Benefit amount: Depends, mostly very minimal Summer 2022 Benefits Very simple process Submit the roster with all students that were in school until end of school year. Regardless of when the student enrolled in school All schools are eligible including 12-month schools Benefit amount: $391 School Year 2022-2023 and Summer 2023 Same rules and process will apply 6

  7. School Responsibility Collect Student Eligibility Information Prepare Student Enrollment & Attendance Roster 2021-2022 Submission Deadline: May 10, 2023 Moved back from May 15, 2023 2022-2023 Expected Submission Deadline: June 9, 2023 7

  8. Enrollment Roster The CN P-EBT Roster must be completed exactly as specified. You can use a single roster for all your school locations Just remember to specify RA location Name and BEDS Code Some key considerations All columns highlighted in green must be completed Column D, RA Name is also required Follow the exact date format (YYYYMMDD) Apt. numbers should be in Column L A child s Enrollment Begin Date cannot be before Sep. 1, 2021 (20210901) (Column W) Children who completed the year in school should have an Enrollment Exit Date of June 30, 2022 (Column X). Only children enrolled until the summer are eligible for Summer P-EBT 8

Enrollment Roster The Free and Reduced Price Status (Column Y) Schools that operated under CEP or Provision 2 Mark all students with a Y (for Yes) All other Schools even if operated under SSO Students that were deemed eligible as Free or Reduced, mark as Y This includes eligibility based on DCMP, Lunch Forms, or categorical Eligibility (Foster, Runaway, Head Start, Etc.) Eligibility determination should reflect the child s status during the 2021-2022 school year Only children with a New York home address are eligible for P-EBT Roster File Name should be the SFA Name and BEDS (LEA) code. 9

Submission Process Rosters may only be submitted using the NYSED GoAnywhere portal NYSED sent emails granting access to GoAnywhere If you didn t receive this email, request access using the Access Request Form: https://www.cn.nysed.gov/form/child-nutrition-goanywhere-secure-file-transfer-access- request-form To upload, navigate to https://sedftm.nysed.gov/webclient/Login.xhtml, login using the provided credentials Upload roster in folder named P-EBT Must notify the CN Office after upload is complete Email CN-PEBT@nysed.gov, include the date roster was uploaded Remember: Submission deadline is May 10, 2023 10

Parents Role It would be advisable for schools to inform parents what to expect The NYS Office of Temporary & Disability Assistance (OTDA) is responsible for the distribution of the funds to parents The CN office has no role past sending the rosters to OTDA The funds will be distributed using the SNAP/Medicaid Benefits Card Parents will receive new cards if they never received Benefit Card Replacement cards can be ordered by contacting OTDA Advise parents to contact OTDA directly with any questions Contact information and updates are available at this dedicated portal: https://otda.ny.gov/SNAP-COVID-19/ OTDA has set up phone lines and web portal for P-EBT To check P-EBT food benefit transaction history visit www.connectebt.com or call 1-888-328-6399. For all other P-EBT questions, call the P-EBT Helpline at 1-833-452-0096 All P-EBT Funds will be distributed before September 30, 2023 Funds will be distributed in waves, may be received at different times. 11
