Why Conduct Program Reviews Why Conduct Program Reviews Statutory requirement General Assembly designated SEAA as the entity responsible for implementing the programs, including periodically evaluating them to ensure the funds are being used for the intended purpose. Provides opportunity for schools to receive feedback related to administration of the programs. Establishes a platform for SEAA to receive feedback on program requirements that are unclear, leading to rules clarification and targeted training. Fall Conference November 3 - 6, 2019 3
Program Review Approach Program Review Approach Review applicable statutes, regulations, rules, guides and agreements. Review internal and external audit reports. Develop program review plan. Return of Funds for Withdrawing Students Policy & State Grant Portal Update Effective, 10/30/2019, for the 2019-2020 school year and thereafter, the Return of Funds Calculator has been updated to allow for quicker entry of withdrawals taking place after 35% attendance where the student is due no refund after R2T4. If Yes is selected for 1) state funds received by school but not disbursed, 2) did student withdraw prior to the 35% attendance point of the term, or 3) tuition, fees, room, and board refundable to student (after R2T4) (not applicable to community colleges), you will be taken into the full calculator as usual. Return of Funds for Withdrawing Students Policy & State Grant Portal Update If No is selected for all three questions, the calculator will ask for the student s withdrawal date. The system is updated with an enrollment status of W and no other data entry is required. If you would like a printed record of your entry, do a screen print. There is not a .pdf report for the abbreviated calculator at this time. Note: You are no longer required to keep copies of withdrawals entered after the 35% point. State Grant Return of Funds Policy for Withdrawing Students SEAA and CFI have assembled a small committee from across North Carolina s higher education sectors to review the current State Grant Return of Funds Policy with the mission of improving and streamlining the policy and process for the 2020-2021 academic year.
