S&F Monitoring List The S&F Monitoring List is a list of satellites (identified by satellite ID(s)) for the same PLMN from which the UE is expected to get service when satellites are operating in S&F mode. The Satellite IDs are based on the SIB information broadcast by eNB. The S&F Monitoring List can be sent by the MME to the UE in a NAS procedure and be updated in subsequent NAS procedures. If a S&F Monitoring List is not provided by the MME, the UE assumes that there is no restrictions in using any of the satellites operating in S&F mode for the same PLMN. If a S&F Monitoring List is provided by the MME to the UE in: NAS Accept messages: The UE shall use the list NAS Reject messages with S&F cause: The UE shall use the list Detach Request: The UE may use the list

S&F Monitoring List Proposal: If a S&F Monitoring List is provided by the MME to the UE in: NAS Accept messages: The UE may use the list within the registration area NAS Reject messages with S&F cause: The UE may use the list Condition: The EMM state of the UE is not changed when receiving reject + S&F cause ==> Agreed
