Bamidbar is primarily a book of stories but the stories are consistently interrupted with laws we would expect to be in Vayikra. The story we don t have is leaving Har Sinai and entering Eretz Yisrael.

Shemot finishes on Rosh Chodesh Nissan. Why didn t they start travelling immediately after receiving the 2nd 12 day kiddush provided by each nasi takes us to 14th Nissan If it s 14th Nissan then they had to celebrate Pesach. They waited for Pesach Sheni and then travelled. Pesach Sheni is therefore part of the story section. luchot?

Immediately after all of this, they start travelling and then the trouble starts. They should be travelling to Israel but instead we find the story of how they don t make it and the entire generation dies.
