What is Semi-Annual Certification Employees whose salaries are paid 100 percent with grant program funds (SR1) mustwork 100 percent of their time under this single-cost objective and maintain a job description, which clearly shows that the employee was assigned 100 percent. Employee semi-annual certifications must be signed and submitted at least twice a year. These certifications must be after-the-fact and must cover in combination the entire year worked. Moreover, the semi-annual certification is the only time and effort record that allows the immediate supervisor s/principal s signature in lieu of the employee s signature.
Semi-Annual Certification Requirements After-the-fact record (dated) Accounts for total compensated activity Completed at least every six months Signed by supervisor/principal with knowledge of employee Coincides with one or more pay periods Traditionally applied to employees supported by a single cost objective Compliance mandate for the district 3
Determining Single Cost Objective The key to determining whether an employee is working on a single cost objective is whether the employee s salary and wages can be supported in full from each of the federal awards on which the employee is working, or from the federal award alone if the employee s salary is also paid with non-federal funds. 4
How Often do Principals/Managers need to submit a Semi-Annual Certification for an Employee Principals/supervisors will receive an e-mail notification twice a year. The notification is to inform the principal/supervisor that a new Semi-Annual Certification needs to be submitted. The e-mail will generally be sent two weeks after the certification period has ended.

Certification Periods July 1st, through December 31st of the current school year. January 1st through June 30th of the current school year.
Reasons Employees Names may or may not be Indicated on the Semi-Annual Certification List Employees are no longer on your campus or in your department, but they were at some point during the certification period. An employee has never been on your campus or in your department. An employee s compensation is paid 100 percent with SR1 program funds, but not listed and worked at some point during the second certification period.
