WHAT IS SIGNIFICANT DISPROPORTIONALITY (SIG DIS)? California Department of Education (CDE) determines SIG DIS based on an overrepresentation of a particular racial or ethnic group in one of four areas: Special education in general Special education within a specific disability category Disciplinary action More restrictive educational environments
BUSD IS CURRENTLY IDENTIFIED AS SIG DIS IN ONE AREA African American students identified as special education in the area of Emotional Disturbance (ED) In the past 3 years BUSD has decreased its ED designation: ED OHI 12/1/13 48 60 12/1/14 39 82 12/1/15 21 81 -18 -1 SLD 235 219 184 -35 SLI 56 50 51 +1 Total African American Students in Special Education: 12/1/13 = 454 12/1/14 = 450 12/1/15 = 405 -45
BUSD MUST SUBMIT A CEIS PLAN BUSD must submit a Coordinated Early Intervening Services (CEIS) Plan to CDE by February 1 to identify a Programmatic Improvement Action Plan to respond to selected root causes and focus areas selected by the Local Education Area (LEA). Input for this CEIS Plan is solicited from various focus groups including: teachers, administrators, related service providers, district staff, parents/families and students.
CEIS PLAN FOCUS IS ON GENERAL EDUCATION, NOT SPECIAL EDUCATION CEIS Plan services are specifically reserved for students who are currently not identified as needing special education but who may need additional academic and behavioral supports to succeed in a general education environment. The focus for today s meeting is to solicit input and feedback regarding the District s programmatic services and supports for students who are not identified as requiring special education.
