CORONAVIRUS/COVID 19 ON 23RD MARCH 2020 OUR LIVES CHANGED AND WE ALL FACED A SITUATION THE LIKES OF WHICH WE HAD NEVER BEFORE CONSIDERED. THIS PRESENTATION/DISCUSSION IS BASED ON THE EXPERIENCE OF THE SECTOR LOCALLY AND NATIONALLY TO DATE AND IS ESSENTIALLY IN TWO PARTS : MORNING: CONTEXT, IMPACT , REGULATION, YOUNG PEOPLE AFTERNOON: WHERE NEXT , WHAT DO WE KNOW / ANTICIPATE
Coronaviruses are common ; so far only seven affect humans RECAP- WHAT IS CORONAVIRUS AND WHY HAS IT BECOME SO CONCERNING? Four cause cold type diseases The other three are far more serious: - SARs - MERs - Covid 19
HOW DOES IT TRANSMIT? Primarily a respiratory disease Droplet spread of 3-6 feet generally Survives from 4 hours up to 72 hours on varying surfaces Varying concentrations of droplets per minute: - 40,000 sneezing - 3,000 coughing - 600 talking
World Health Organisation 2019: - Mild disease more than 80% - Severe disease just under 14% - Critical disease just under 5% - Fatal disease 2% LIKELY OUTCOMES - CHILDREN: - In general far milder than adults - Up to age of 13 years less likely to show symptoms - Unsure whether children who show no symptoms transmit the virus as adults do
INITIAL REACTIONS Department of Education First few weeks -everyone admits they were playing catch up with several changes to guidance per day, a level of controlled panic , worry about the unknown , gradual realisation of the enormity of the event . REGULATORY CHANGE / OFSTED / EDUCATION RESPONSES Ofsted suspension of routine inspections- still in place where safeguarding concerns / issues are raised Expedited completion of registration of new services and Manager / RI roles. Slimmed down regional presence staff redeployed as appropriate e.g. back to schools / local authorities etc. Small team managed by Paula Lahey in place . Review situation summer 2020 Coronavirus Act 2020 - on statute for two years with six monthly reviews The Adoption and Children (Coronavirus) (Amendment) Regulations 2020 Ofsted :coronavirus (Covid 19) rolling update- guidance , information and legal/regulatory updates
ISSUES ARISING FOR YOUNG PEOPLE Knowledge base / understanding University of Sheffield study- April 2020 found that of 2000 young people aged 13- 24 years : Constriction / removal of social circles Changes to meeting with families and some early LA responses restricting this to phone /Facetime etc. - young men are more likely to breach lockdown rules - up to 50% of young people feel more anxious Capacity to follow basic rules re. social distancing ,hand washing , use of tissues etc Unable to understand the reasons why such rules were in place. Placement disruption - anxiety can increase compliance with the rules . Depression reduces compliance Loss of school as a social / peer setting - in 13-24 year olds where parents / carers were keyworkers high levels of anxiety and reduced levels of well being were found. GENERAL ISSUES ARISING Staffing of the service- sufficiency and capacity to maintain a service Finances / costs Staff furlough Self isolation initial spike of staff self isolating before further guidance and lock down instructions issued. Issues around access to testing in the early phases Shielding- likely to be an ongoing issue in the absence of a vaccine / treatment for staff, children and young people. Staff anxieties especially where young people go missing from home. PPE
SAFEGUARDING- early issues Balance of risk ; mitigation between the risk related to coronavirus and the risks / trauma already in a child s life. What is the real risk? Staff, social worker , other professionals anxieties and fears. Family responses What risks does the young person already take? Working with other professionals Training for staff around coronavirus Information for young people around coronavirus Staff , families ,children with complex needs including medical needs- shielding. MANY MORE AREAS TO IDENTIFY .
