What are your main responsibilities as a CCM members to ensure all of these tasks are performed? Do members from different sectors have different roles? Do you think there are extra responsibilities & challenges because PIRMCCM is a regional CCM? 6
Sectoral Responsibilities Government Bi/Multi-Laterals Civil Society -Ensure alignment of CN with national strategies and priorities. - Ensure harmonisation of other funding sources. - Provide technical inputs and community perspectives into CN development. - Identify potential sources of Technical Assistance for development of CN. - Identify gaps in implementation. - Ensure participation from KAPS and PLWD. Development & Submission of Concept Notes - Establish HSS priorities. - Identify CSS priorities. - Provide technical inputs into the development of CN and review drafts. - Update constituencies on progress and content of the CN. Nominate Operational PRs Communicate PR nomination process within constituencies Nomination of PRs
Sectoral Responsibilities Government International Civil Society Oversight of PRs and grant implementation - Problem-solve any bureaucratic blockages, specifically relating to procurement/importation - Provide recommendations for OS site visits Provide technical support to compliment member skills mix - Solicit feedback from communities and service users - Provide recommendations for OS site visits Ensure GF updates are part of regular coordination meeting agenda items for each disease department Ensure mechanisms are in place to include GF updates in regular coordination meeting among constituencies Develop annual constituency feedback work plans Communication
All CCM members are expected to attend CCM meetings and contribute actively in accordance with their roles as CCM members and in line with their resources and areas of expertise Adhere to the Governance Manual Adhere to Global Fund Guidelines To attend and participate in meetings in a timely manner Share relevant information at meetings Support and adhere to decisions made by the CCM Regularly report to and receive feedback from the sector you represent Abide by the Conflict of Interest Policy Participate in the reviewing of grants 10
Five key questions for every grant 1. Where is the money? 2. Where are the drugs, supplies and equipment? 3. Are sub-recipients receiving funds and resources as planned? 4. Are grants being implemented as planned? 5. What are the results?
What the CCM needs to do 1. Scan the environment : Oversee grant making/negotiations prior to signing Grant Agreements Assess PR performance and grant progress using key indicators Track Management Letters Carry out site visits Invite the LFA to attend CCM meetings Seek feedback from beneficiary Constituencies Analyse grant audits
WhattheCCMneedstodo 2. Investigate warning signs of problems or bottlenecks 3. Assist with problem resolution and unblocking bottlenecks Ensure that the PR meets conditions precedent and time bound actions Mobilize CCM members and stakeholders to solve high level problems
Oversight Cycle PR meets with OC to present Dashboard and Program Updates Field Visits to Project sites to verify information and get feedback OC meets regularly, before CCM meeting so it can present its findings to CCM meeting PR reports back to OC on actions taken etc They discuss issues and make recommendations for action CCM makes a decision on action to be taken, timeframe for action and appoints Focal Person to follow up OC takes summary discussion to CCM meeting . PR may be invited to clarify/explain
