INGTRODUCTION: Public administration is continuously involved in policy making decision making, planning the work to be done, formulating the goals, working with legislature directing and supervising employees, providing leadership, determining work methods and procedures, exercising controls and other functions performed by the public servants. It is the action part of government i.e. the system by which the purposes and goals of government are realised.

  3. Features: Public administration is a cooperative group effort in public setting. It covers the work of all three branches of government legislative , executive and judicial and their inter- relationship. In a very narrow way it covers the work of only the executive branch of government. It has an important role in the formulation of public policy and is thus a part of the political process. It is different, in significant ways, form private administration.

  4. NATURE: While discussing the nature of public administration, it has two sets of views. These are 1. Integral View 2. Managerial View

  5. SCOPE: Luther Gulick used the formation POSDCoRB for describing scope of public administration. P- Planning O- Organization S- Staffing D- Directing Co- Coordination R- Reporting B- Budgeting

IMPORTANCE OF PUBLIC ADMINISTRATION: Public administration as an instrument of change in society Public administration as an instrument for attainment of political, economic, social and cultural goals. Role of Public administration in ensuring protection and justice for one and all. Planning Role of public administration in the defence of the country Responsibility for bringing efficiency and economy in administration.
