Time is now to decide what kind of nation we want to be All regions must be offered equal opportunity to flourish and contribute to a sustainable national economy Growth is not the sole goal: place-based prosperity requires economic and environmental wellbeing, and social inclusion
Pillars for place based prosperity Our experience suggests there are four key pillars for place based prosperity: Governance Relationships Capacity Power
Governance Our experience: place based prosperity requires strong place governance. Powers could be promised to areas that became strategic authorities with powers equivalent to combined authorities Devo 2.0 The Case for Counties, Respublica One size does not fit all. Strategic authorities come in all shapes and sizes.
Relationships A localised approach would allow tailored, joined-up and innovative approaches to improving productivity, living standards and inclusion. A New Deal for Counties, Industrial Strategy and Housing, CCN, 2017 Our experience: relationships really matter Local: mature partnerships aided by largely contiguous boundaries National: if we are to drive place based prosperity central/local relationships must be reset Strong autonomous leadership will require a reset of central and local relationships. Capacity Our experience: capacity is essential, local and national The government will make available to Mayoral Combined Authorities with elected mayors a 12 million fund for 2018-19 and 2019- 20, to boost the new mayors capacity and resources Cornwall has invested in local capacity to drive delivery (not funded through our deal) Government has disproportionately invested national capacity for place based approaches in cities Autumn Budget, 2017
Powers Our experience: even a light enabling deal can achieve major impact for people and place The government must show genuine commitment to a range of different models of governance and be responsive to the creative solutions being developed in counties English devolution is a baby step for one of the most centralised economies in the OECD Empowering Counties, unlocking county devolution deals, IPPR The future devolution framework must devolve more widely to unlock place based prosperity.
