Introduction The US government greatly regulated advertising for the tobacco industry, limiting those companies ability to advertise to kids. With the rise of e-cigarettes and vaping, the situation has become a lot more chaotic. Among teens, vape use rose dramatically, especially with Juul. The government banned Juul from selling flavored vapes, but failed to regulate the burgeoning market coming in from China. These vapes had a wild variety of flavors and increasing number of features, like Bluetooth screens or LCD displays that game- ified the consumption of nicotine, These companies are revolutionizing the way suppliers of nicotine target and market to youth audiences. Ads include claims that these products are healthy and have advantages over move conventional cigarettes.
Problem: Vapes are coming from so many suppliers in so many flavors, most of them unregulated, it s difficult to regulate the advertising and messaging that these companies use. How do we keep kids from getting hooked on nicotine?
Relevance - Why do we need to change? Widespread Use: 5.9% of middle and high school students (1.63 million) reported current use of e-cigarettes More than 1 in 4 (26.3%) of current youth e-cigarette users use an e-cigarette product daily More than 1 in 3 (38.4%) youth e-cigarette users report using e-cigarettes at least 20 of the last 30 days Safety: People sometimes have the mindset that vaping is safer than smoking, but this is not true Besides becoming addicted to a nicotine product, it can cause severe damage to you lungs and the rest of your body There is absolutely no benefit to vaping and these substances should be kept far away from your body, even if suggested otherwise by the brand
The global e-cigarette and vape market size was valued at USD 28.17 billion in 2023 and is expected to grow at a compound annual growth rate (CAGR) of 30.6% from 2023 to 2030. This is only being fueled by the mindset that e- cigarettes are healthy The market also offers a variety of flavors, including menthol, tobacco, fruits and nuts, and chocolate. This only continues to interests more curious adolescents to try these product that can ruin their life in a heartbeat Corporations have directed the majority of their attention now towards e-cigarettes,because this has proven to be a more profitable alternative than tobacco products. Strategy 1: Restricting Adolescents Restricting advertising and marketing that encourages youth and young adults to use e-cigarettes Restricting the sale of e-cigarettes to minors Placing restrictions on Internet sales of all tobacco products and e-cigarettes, including requirements for verifying age and providing identification at the time of purchase and upon delivery Requiring age verification at the point of purchase Displaying clear signage in retail locations about required age for sale Prohibiting the easy access sale of e-cigarettes from vending machines Eliminating self-service displays of e-cigarettes Enforcing stricter laws on the retail sale of e-cigarettes to minors
Strategy 2: Stronger FDA Oversight Within constitutional limitations, restricting pro motion, marketing, and advertising of e cigarettes Restricting Internet sales and requiring age verification on websites and upon delivery Prohibiting enticing flavors that could attract a younger target audience Promulgating product standards to reduce the toxicity, addictiveness, or appeal of tobacco products Regulating packaging, including requiring minimum package sizes, mandating child-resistant packaging, and requiring health warnings Prohibiting self-service displays
Strategy 3: Partnering with other Federal Agencies Other federal agencies also play a role in implementing strategies to address e-cigarettes Specific strategies to confront the widespread problem of e-cigarettes includes: Protecting employees, customers, and visitors from second-hand smoke Supporting and encouraging sobriety Prevent youth-targeted and/or false advertisement
